The Elche International Independent Film Festival, organized by Caja Mediterr·neo
Foundation's main objective is to offer a cultural space to filmmakers and moviegoers.

In a constant commitment to the promotion of culture and supporting emerging values of cinema, focusing on innovation, public conversation with the authors and the elimination of technological compete when barriers and vote.

"CAJA MEDITERRÁNEO FOUNDATION" EXTRAORDINARY SHORT FICTION AWARD, is endowed with 2,500 euros, Lady's Trophy and the pre-selection to the 35th Edition of the Goya Awards 2021i, so only Spanish authors can apply

"CITY COUNCIL OF ELCHE" BEST FICTION SHORT FILM AWARD, of any nationality and endowed with 2,000 euros and Lady Trophy.

BEST ANIMATION SHORT FILM AWARD, of any nationality. It is endowed with 2,000 euros and Lady Trophy.

BEST DOCUMENTARY SHORT FILM AWARD, of any nationality. It is endowed with 2.000 euros and Lady Trophy.

BEST IBERO-AMERICAN SHORT FILM AWARD, coming exclusively from Ibero American countries plus Brazil (not Spain) in any of the categories. Endowed with 1,000 euros and Lady Trophy.

BEST EUROPEAN SHORT FILM AWARD, is endowed with 1.000 euros and Trophy Lady. It can be chosen in any of the categories, coming only from European countries, including those not registered within the European Union (not Spain).

“FES CURT" BEST SHORT FILM AWARD IN THE VALENCIAN COMMUNITY, endowed with 500 euros and Lady Trophy. Which can be chosen in any of the categories and whose production comes from authors from the Valencian Community (Spanish region) or from production companies based in that Autonomous Community and preferably in Valencian language or subtitled to that language.

"CINECLUB LUIS BUÑUEL" BEST AUTHOR NOVEL AWARD, endowed with 500 euros and Lady Trophy. Which can be chosen in any of the categories. Both Spanish and international authors who have made up to their third short film can apply.

MOBILE FILM MAKER AWARD, endowed with 500 euros and Lady Trophy. They can be either Fiction or Documentary, and both Spanish and international authors whose production has been made by smartphone can apply. The winner of the Mobile Film Maker Award enters directly as a finalist in the Cinephone Smartphone Film Festival and will be among the candidates for the future European for Best Short Film Award made with Smartphone.

“HORT DEL XOCOLATER" AUDIENCE AWARD, endowed with 500 euros and Lady's Trophy to which those Spanish and international short films that are part of the FICIE's Official Section can apply. The award will be given to the short film that receives the most votes from the audience attending the screenings of the Official Section in the “Hort del Xocolater” Park between July 10th and 16th, 2020.

FICIE SCHOOL PITCH AWARD, to which students of the Communication Degree of “Miguel Hernández” University of Elche will opt, who will make a TV series project. The award is endowed with 1,000 euros and a Lady's Trophy with the award as an aid for the production of the project. All the information about this call for entries is included in the document attached to these rules "Call for entries FICIE School Pitch Award" which will appear on the Miguel Hernández University website, on the official FICIE website at www.festivalcineelx.es.

Any prize obtained is exclusive of all others, except the "Hort del Xocolater" Audience Award.

In addition,

- At the discretion of the jury and the Reykjavik International Film Festival organization, a Spanish short film from the Official Section or the Palmarés will be a finalist in the 2020 edition of this festival.

RULES


KEY DATES FOR THIS EDITION


- Deadline for short films: from the date of publication of these rules until 23:59:59 (Spanish time) on 27 April 2020

- Selected communication Official Section: first half of June 2020

- Sending the selected digital files: In the second half of June 2020

- Communication of the Projection Calendar: In the second half of June 2020.

- Venue for the screenings of the Official Section and the Mostra't sections: "Hort del Xocolater" Park and Arenales del Sol Beach (Elche).

- Screenings of the Mostra't Sections (non-competitive): From 10 to 16 July 2020 between 21:30 and 21:45 (Spanish time)

- Screenings in the Official Section: From 10 to 16 July 2020, from 9.45 p.m. (Spanish time)

- Parallel Activities: First half of July 2020.

- Closing Ceremony: 17 July 2020, at 22:00 (Spanish time)

- School Pitch. Call for aid to the best project in development of television series. See below.

- The prize money plus School Pitch amounts to 16,000 euros.

- At the jury's discretion and with the organization of the festival as a partner, a Spanish short film from the Official Section will be a finalist at the Reykjavik International Film Festival in its 2020 edition. See below.


WHO CAN PARTICIPATE?


Any natural person over 18 years of age or any legal entity may participate and/or compete, regardless of their nationality. There is no limit to the number of short films that a single author/producer/distributor can enter.


WHAT KIND OF SHORT FILM CAN PARTICIPATE?


The Author/Producer/Distributor can submit as many short films as they want that were produced after January 1, 2016.

Important: The short films are audiovisual productions of up to 25 minutes and must be fiction, animation or documentary. The video formats recommended by this festival are mov, mp4 and with a resolution of 1080, 16:9 frame. The recommended sound format is 2:1 stereo.

In the Mobile Film Maker category, the same rules apply as for the rest, but with the following conditions: only short films made by smartphones are allowed, with the obligatory indication of the make and model; the use of mobile devices (drones, action cameras, etc.) is allowed for a maximum of 10% of the total duration of the short film; the duration will be up to 15 minutes; the use of external elements (microphones, dollies lighting) is allowed during the shooting and in the postproduction the use of editing programs or image treatments that the participant considers appropriate.

Failure to indicate the make and model of the smartphone will automatically disqualify the short film, and the prize may be lost at the discretion of the Jury and the FICIE Organization.

Important: Reduced, modified or extended versions of other short films will not be admitted, nor can they have been presented in previous editions of FICIE or with another title. Commercial spots, video clips or trailers of other films or unfinished works (work in progress) will not be admitted either.

Important: If your language is NOT Spanish, you must have the subtitles inserted in Spanish, or the subtitles separately in srt. If a short film in a non-Spanish language is selected, you must provide the Spanish subtitles in .srt format, otherwise you will be disqualified.


HOW DO I PARTICIPATE?

Important: The Author/Producer/Distributor can submit as many short films as he/she wishes from the date of publication of these rules until 23:59:59 p.m. (spanish time) on April 27, 2020 on the official partner platform Festhome. There, the rules of this edition of the FICIE will also be available in Spanish and English.

At the time of registration in Festhome, the Author/Producer/Distributor will have a menu to choose from in the category you want to register your short films.

The Organization will contact all the participants as soon as the registration period closes and once all the registered short films have been counted and screened, to confirm or not their effective participation in this edition.

WHEN, WHAT SHORT FILMS ARE SCREENED AND WHERE?


Important: The Selection Jury will select the short films that will be part of the Official Section. Their decision will be known in the first half of June 2020. All those short films that have been finally selected will be notified of their participation at least three weeks before the start of the screenings.

Important: The screenings of the Official Competitive Section and the Mostra't Sections (non-competitive) will take place from 10 to 16 July 2020, from 9:45 p.m. until midnight (spanish time), approximately, in the "Hort del Xocolater" Park (centre of the “Caja Mediterráneo” Foundation) and on the “Arenales del Sol” Beach. At the moment of communicating the selection, the Organization will send each of the finalists a pdf of the projection conditions and a reminder of the optimal audio and video formats and the detail of the place of projection. The "Hort del Xocolater" park (Elche) has a capacity and attendance of one thousand people. In the place of projection of the “Arenales del Sol” Beach (Elche) there is a capacity and assistance of about three hundred people.

The Mostra't Sections (Mostra't Jove, Mostra't UMH and Mostra't Elx) are NOT competitive and their aim is to support short films made by authors from Elche, associations, students from educational centres and universities of the Communication Degree of the “Miguel Hernández” University of Elche. The aim is to promote the values of equality, integration and training in local audiovisual production for both future filmmakers and young people as a film consuming public. These screenings will be held in the same places and on the same dates but from 9:30 pm to 9:45 pm (Spanish time), approximately.

At the time of writing, the date of July 9 is reserved for a special screening which will be duly announced. In any case, the screenings of the Official Section and the Mostra't Section (non-competitive) will start on July 10th.

The Organization of FICIE will publish the schedule and program of the screenings in its written and online media and on social networks.


HOW IS IT SCREENED?


Important: Once the short films that will be part of the Official Section are known, the Organization will contact the Author/Producer/Distributor to request the high quality projection copies, which must be in their possession before the end of the second half of June 2020 and, ideally, about three weeks before the start of the screenings.

The selected short films must be identical in length, content and title to those presented at Festhome. Non-compliance will lead to disqualification.

Important: The Organization is committed to the highest quality in the screenings and will guarantee the satisfaction of the Author/Producer/Distributor. The video formats recommended by this festival are mov, mp4 and 1080 resolution, 16:9 frame. The sound format is 2:1 stereo. The recommended digital file weight for optimal projection should not exceed 3 GB. When communicating the selection, the Organization will send each of the finalists a pdf of the projection conditions and a reminder of the optimal audio and video formats.

Important: As indicated above, for those short films in non-Spanish language and that have been selected at this time will be required to submit copy with subtitles inserted or minimum in .srt format separately. Otherwise they will be disqualified and cannot be screened.

The form of sending will be online: Dropbox, Google Drive, Onedrive, Wetransfer, etc., but in the case of sending originals in physical format (pendrive) of the highest quality the Organization will ensure the care of the materials sent.

Important: The Organization wants to facilitate the presentation and networking of the selected. To this end, it will organize a series of activities that will be published on FICIE's official website at www.festivalcineelx.es. For this purpose, the Organization will offer a one-night hotel stay to the Author/Distributor/Producer of the spanish selected film plus one accompanying person, informing them of the day their short film will be screened.


WHAT CATEGORIES OF CONTESTANTS ARE THERE?


No two authors are the same as no two categories are the same. A short film can only be assigned to one category.

Important: When registering your short film on FICIE's official platform in Festhome, the Author/Producer/Distributor will decide in which category to register your short film. However, FICIE's Selection Juries will have the power to transfer those short films that, according to their criteria, are not in the corresponding category and that, consequently, can better opt for the awards:


- Fiction Category: Those who apply for this category will be Spanish and international fiction authors who want to compete for the "Caja Mediterráneo Foundation” Extraordinary Short Film Fiction Award, "Ayuntamiento de Elche" Short Film Fiction Award, Best European Short Film Award and Best Ibero American Short Film Award.

- Animation Category: Those who register in this category will be Spanish and international animation authors who want to compete for the Best Animation Short Film, Best European Short Film, and Best Ibero-American Short Film Awards.

- Documentary Category: Those who apply for this category will be Spanish and international documentary filmmakers who want to compete for the "Caja Mediterráneo” Foundation Extraordinary Best Documentary Short Film Award, Best Documentary Short Film Award, Best European Short Film Award and Best Ibero-American Short Film Award.

- “Fes Curt” Category: Those productions coming from authors from the Valencian Community (Spanish region) or from production companies based in that region that only want to compete for the Best Short Film from the Valencian Community Award will be entered. They can be works of Fiction, Animation or Documentary and preferably in Valencian language or subtitled in it.

- New Author Category: Both Spanish and international authors who have made up to their third short film and who only want to compete for the "Cineclub Luis Buñuel" Best New Short Film Award may apply. They can be works of Fiction, Animation or Documentary.

- Mobile Film Maker Category: Both Spanish and international authors whose production has been made using a smartphone can apply. It can be Fiction or Documentary.

Important: The members of the Qualification Juries have the power to change the category of those short films that deserve to be awarded.

The Selection and Qualification Juries will be formed by members of the Cineclub "Luis Buñuel" of Elche (founders of FICIE), of the University Miguel Hernández of Elche and professionals of the production, direction, photography and plastic arts. Their verdict, which will be unappealable, will be announced at the Closing Ceremony on July 17, 2020.

Important: All the prizes will be given to the authors or will be collected in their place by the persons designated by them and who can attend. FICIE does not oblige attendance, although it recommends it and will offer a hotel night to the Author/Director plus companion.


WHAT IS DONE WITH THE SHORT FILMS AND THE PERSONAL DATA STORED?


The Author/Director/Distributor of the works presented in the competition declares that they are of his authorship, direction and production and that, being original, they are free of claims from third parties.

Without prejudice to the use and marketing that the Author/Director/Distributor makes of the awarded work, the Organization will be entitled to

- The right to keep the works in a digital archive so that they can only be viewed by users during the week of screenings at FICIE's headquarters in the "Hort del Xocolater" Park (Elche) and on the Arenales del Sol Beach (Elche).

- The limited public communication rights of the winning works so that the “Caja Mediterráneo” Foundation, through the activities it organizes or collaborates with, can make as many screenings as necessary to promote the winning works. The screenings will serve to promote the short film and the Festival itself, as long as this does not affect the distribution and possible commercialization of the short film and with the permission of the Author/Producer/Distributor.

The Organization will obtain permission to screen the works in its Official Section and/or will negotiate the fee or canon to screen them.

- The reproduction rights of the winning works in order to be archived and so that the “Caja Mediterráneo” Foundation can make a special edition in cd, dvd, or similar format in which the work is included along with the rest of the works presented to this or previous Editions of the Elche International Independent Film Festival, but always with the authorization of the Author/Director/Distributor in order not to harm its distribution and commercialization. If necessary, the Organization will negotiate a fee for this type of edition.

- The “Caja Mediterráneo” Foundation supports the short film industry by paying royalties to the SGAEiii for all its reproductions, whether during the screenings of the Official Section or in other cycles that are organized.

- All personal data will be deleted from the official platform in Festhome and only the e-mail addresses of those registered for the FICIE edition will be kept for the purpose of communicating new editions. Those registered for the newsletter on FICIE's official website at www.festivalcineelx.es will also be used for this purpose.


HOW AND WHEN ARE THE PRIZES PAID?


The FICIE Organization will contact all the winners to indicate the payment conditions. The Organization undertakes to make the payment within a maximum of three months after having the corresponding information, with the following exceptions

If the Organization is unable to contact the winner(s) within this period, the amount of the prize will be returned to the Fundación Caja Mediterráneo as the organizer of FICIE.

If the Organization is unable to make the bank transfer due to international trade embargoes


WHAT ABOUT SENDING THE TROPHIES?


The Organization of FICIE will send the trophies not collected at the Closing Ceremony by means of an international courier service provided by SEUR.

After the completion of this edition, the Organization will contact the Author/Producer/Distributor to request their postal address and telephone number.

If the Organization cannot contact or have a postal address to properly deliver the trophies of the authors who could not come to collect them, they will be returned to the “Caja Mediterráneo” Foundation, which will keep them on deposit. The same will apply in the event that there are commercial embargoes in the destination country and delivery cannot be made.
