7th Brasília International Film Festival

Regulation

CHAPTER I - ABOUT THE ORGANIZATION

1st Article - The 7th Brasilia International Film Festival – BIFF will be held in the city of Brasília -DF, from January 16th to 26th 2020, organized by Expresso Brasil, with the support of public and private institutions.

First Paragraph: The activities of the 7th Brasília International Film Festival – BIFF will occur at Cine Brasília, Cine Cultura Liberty Mall, and others cinemas.

Second Paragraph: The 7th Brasília International Film Festival - BIFF will have in its program a Competitive Exhibition Feature Length Films, parallel exhibits, in addition to debates and workshop.

CHAPTER II - ABOUT THE COMPETITIVE EXHIBITIONS

2nd Article - The Competitive Film Exhibition comprises 9 (nine) feature films.

3rd Article The nine chosen films will compete for the awards of Best Film of the Official Jury, the Best Film of the Popular Jury and Best Film of the Jose de Carlos de Avellar Critic’s Jury.

CHAPTER III - ABOUT THE BIFF JUNIOR EXHIBITION

4th Article The BIFF Junior Exhibition comprises a selection of children and young films divided into two appropriate exhibitions for each age range.

CHAPTER III ABOUT THE MOVIES

5th Article - Only films that were completed in 2018 and 2019 and did not participate in the selection process in previous editions of the festival will be considered for the competitive exhibitions of the 7th International Film Festival of Brasilia – BIFF.

First Paragraph: It is defined as a feature film which has at least 60 minutes.

6th Article - The works submitted, must be the Director’s first or, at the most, third full-length film and It should not be released commercially in Brazil and having, at least, one copy available during the festival.

7th Article - The Competitive Exhibitions’ feature films will be screened in Digital Cinema Package - DCP, at Cine Brasília and Cine Cultura Liberty Mall.

CHAPTER IV - ABOUT SUBMISSIONS

8th Article - The films submissions to be selected to compete in the 7th Brasília International Film Festival - BIFF should follow these guidelines:

First Paragraph - The regulations and application form will be available at www.biffestival.com from September 9th to Octuber 20th, 2019. The submission should be made by the producers and/or by the feature film legal representatives, by fulfilling and sending the application form along with required attachments online. The feature film will only be considered registered at the 7th Brasília International Film Festival after all the mandatory form fields have been fulfilled and the required attachments sent;

I - The following materials are required alongside the application form:
- Link online of the film with subtitles in English, Spanish or Portuguese, to screening and evaluation purposes;
- Synopsis - up to 500 (five hundred characters);
- Datasheet;
- 2 (two) still photos or frames from the feature film and 1 (one) picture of the director(s) with 300dpi resolution, accordingly labeled and credited;
- Biography and filmography from the director(s), with 500 (five hundred) characters (max);

Second Paragraph - If it is not possible to apply online, the responsible person can send the below-mentioned material to the Festival Coordination at the following address:

I - It is mandatory to send the application form printed and signed along with the following material:
- Feature Film in DVD or Bluray format with subtitles in English, Spanish or Portuguese, to screening and evaluation purposes;
- Synopsis - up to 500 (five hundred characters)
- Datasheet;
- Biography and filmography from the director(s), with 500 (five hundred) characters (max);

II - The responsibility for expenses as mailing costs and resulting taxes for sending the movies or any other materials to selection and participation in the 7th Brasília International Film Festival - BIFF rests entirely with the Feature Film producer(s) and/or legal representative(s).

III - As an alternative, interested parties can submit their Feature Films through Festhome at festhome.com. Complete the registration in full by completing the video file upload or providing the link and then paying a platform submission fee. Only when this process is completed the registration will be held and made available to the Festival's programmers;

IV - There will be no fee payment for the movies registered to the film exhibition during the festival;

Single Paragraph: The admission process will be available until Octuber 20th, 2019. Submissions and materials sent after this date won’t be eligible.

CHAPTER V - ABOUT THE SELECTION PROCESS

9th Article -The films of competitive and parallel exhibitions will be selected by a commission consisted of professionals in the cinema field, nominated by the Festival’s General Direction Office.

CHAPTER VI - ABOUT THE SELECTED FILMS

10th Article - The 7th Brasília International Film Festival - BIFF will release the list of the nominated Feature Films to the Competitive Exhibitions at the festival’ s website: www.biffestival.com. and on the festival’s social networks.

11th Article - The selected films shall send to the Festival Coordination Office (address below) the listed material on clauses I and II:

I - Copies of the selected films must be submitted in digital format - DCP, with their code/key open and with English subtitles. The Festival will be responsible for the total security of the film, against any kind of piracy or copy. The copy must be available during the Festival. Submission must be made by the deadline to be indicated at the time of selection. The digital formats DCP and MOV H264 will be accepted.

II - The list of dialogues should be sent online. The Festival will be responsible for the translation and subtitling of the film in the local language (Portuguese). In case you already have the list in Portuguese, please send it to the producers.

III - The copy of the selected movie can also be sent online, preferably as an open DCP, but also in MOV, MP4 or H264 formats.

IV - The following promotional materials from the film must be submitted:

- Synopsis; Technical specs, cast and company credits.
- 2 (two) movie photo stills and 1(one) picture of the director(s) with 300dpi resolution, accordingly labeled and identified;
- Biography and filmography from the director(s), with 500 (five hundred) characters (max);
Single Paragraph: The nominated feature films can’t withdraw from the Festival competition under any circumstance, with no appeal and/or reparation request applicable.

12th Article - The nominated movies can’t perform commercial exhibitions, those being on movie theaters, television or the internet, or premieres open to the public in Brazil before the Festival exhibition, under penalty of being withdrawn from the competition.

CHAPTER VII - ABOUT THE JURIES

13th article – The Official Jury will consist of professionals, national and/or international, from the cinema field. They will define a prize for the Best Feature Film.

14th article – The Jury for the José Carlos Avellar Critic Prize will consist of 3 (three) active professional critics of Brazilian cinematography.

15th article – The prize of The Best Feature Film will be offered by the Popular Jury, at festival audience vote.
a) There will be three exhibitions for each nominated feature film. There will be voting in every exhibition.
b) Each viewer will receive a ballot with the option to score the movie shown in the session from 1 (one) to ten (10).
c) There will be a team of staff members of the festival responsible for organizing, supervising, distributing and collecting the ballots after the movie session ends.
d) After the exhibition, the ballots will be kept in sealed envelopes to be open only by the person responsible for gauging them.

CHAPTER IX - THE POPULAR JURY

16th Article - The notes of the popular jury will be accounted proportionally. The films that account for the best proportional average will be the winners.

17th Article - The production team will draw up a document signed by the Festival coordination indicating the winner's films in the category of the popular jury.

CHAPTER X - OFFICIAL JURY

18th Article - The Official Jury will attend all the films participating in the competitive exhibitions and on the last day will draw up a document signed by all its members indicating the winners of the Best Film of the Official Jury.

CHAPTER XI - JURY OF THE CRITICS JOSÉ CARLOS AVELLAR AWARD

18th Article - The Jury of the Critics José Carlos Avellar Award will attend all the films participating in the competitive exhibitions and draw up a document that must be signed by all its members indicating the winner film.

CHAPTER XII - ABOUT AWARDS

19th Article - The 7th International Film Festival of Brasilia - BIFF shall award to the competing films of the competitive exhibitions a trophy and a cash prize as follows:
- Official Jury Prize for Best Film: R$ 15.000,00 (fifteen thousand brazilian reais)
- Popular Jury Prize for Best Film: R$ 5,000.00 (five thousand brazilian reais)
- José Carlos Avellar's Critics Award for Best Film: Trophy

CHAPTER XIII - DELIVERY OF AWARDS

20th Article - The trophy will be delivered in an awards ceremony on January 25th, 2020.

21st Article - The cash prizes will be paid under the presentation of the invoice by the legal representative of the film or by the company delegated to it when requested by the General Coordination of the Festival, with a term of up to six months after the end of the Festival.

CHAPTER XV - GENERAL PROVISIONS

22nd Article - Failure to comply with any requirement of this regulation will automatically disqualify the competing film.

23rd Article - The decisions of the Commissions are irrevocable.
Paragraph 1st - The Commissions shall be automatically dissolved as soon as the award ceremony is announced at the solemnity of January 25th, 2020.
