Bilbao City Hall, in cooperation with the Bizkaia Provincial Council, the Basque Government Department of Culture and the Ministry of Culture (ICAA) announce the staging of the 60th BILBAO INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILMS.


1. The 60th BILBAO INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILMS will be held in Bilbao from November 9th until November 16th 2018.


2. The International Festival of Documentary and Short Film of Bilbao is recognized as an international event of a competitive nature by the Internacional Federation of Associations of Film Producers (F.I.A.P.F.). The articles of these Regulations are in accordance with the provisions of the International Regulations of the FIAPF for 2018.

REGULATIONS FOR THE 60TH INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILM OF BILBAO


Bilbao City Hall, in cooperation with the Bizkaia Provincial Council, the Basque Government Department of Culture and the Ministry of Education, Culture and Sports (ICAA) announce the staging of the 60th INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILM OF BILBAO.


1. The 60th INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILM OF BILBAO will be held in Bilbao from the 9th to the 16th of November, 2018.


2. The 60th International Festival of Documentary and Short Film of Bilbao is recognized as an international event of a competitive nature by the International Federation of Film Producers Associations (FIAPF). The articles of these Regulations are in accordance with the provisions of the International Regulations of the FIAPF for 2018.


CONDITIONS


3. Only the following may take part in the Festival:

1) Films completed after January 1st 2017.

2) The categories eligible for competition are fiction, documentary and animation.


4. Films entered for the competition may last no longer than 30 minutes.


5. No more than 6 hours per day will be given over to showing the films in the competition.


6. All submitted films will be watched before by the Selection Committee. The Selection Committee will be appointed by the Festival Management, and will be charged for advice in the selection of the films in competition. The final decision on the election of the films will be responsible of the direction of the Festival.


ENTRIES


7. Films must be entered by their producers or their legal representatives.


8. Entries should include the entry form and the information the production company may considerate necessary. The documentation should be in Basque, Spanish or English.


9. For selection purposes just films uploaded on Festhome shall be eligible www.festhome.com


10. Deadline for entries is July, 15th, 2018.


SCREENING FORMAT


11. Copies of films for public showing should be on non-encrypted DCP. Other digital formats should be considered upon request.


12. This material will be checked and compiled on hard drives for screening purposes in the venues from the Festival.


13. The hard drives shall be stored in the Festival's archives and they shall not be used for another screening unless the proper authorization from the rights owners has been issued. The storage and safekeeping will be used in accordance with the contracts for film library voluntary deposits established by the International Federation of Film Producers Associations (FIAPF).


14. Film prints should be sent to the Festival’s postal address: Colón de Larreátegui, 13 - 3º izda. 48001 BILBAO (Spain).


15. The insurance company insures prints from their delivery at the Festival offices to the very moment of their return.


16. Once the Festival is over, the screening copies will be returned to the address provided in the entry form. Inbound expenses for prints shall be payable by participants, whilst the outbound expenses will be covered by the Festival.


INTERNATIONAL JURY PRIZES


17. Prizes are awarded by an International Jury appointed by the Festival Management. The Jury will number at least five and always and odd number, with Spanish members accounting for no more than 40% of the total. The Secretary will be appointed by the Festival Management and will take part in deliberations, though with no vote.


18. The International Jury will lay down its own internal rules in accordance with the Festival Management. Its decision will be final. The prizes listed below may not be left void:

GRAND PRIZE OF THE BASQUE CINEMA- 6,000 Euros

GRAND PRIZE OF THE SPANISH CINEMA - 6,000 Euros


FICTION

GOLD MIKELDI FOR FICTION - 5,000 Euros


DOCUMENTARY

ANIMATION

GOLD MIKELDI FOR ANIMATION - 5,000 Euros


19. Prizes will be shared equally between the producer and the filmmaker in each case.


20. 20. Prizes will be paid out in 2018 after any pertinent tax has been withheld, as applicable, once the prize-winner provides proof of residency for tax purposes before 15 December 2018.


21. These regulations are published in English, Basque and Spanish. In the event of a discrepancy, the Spanish-language version prevails.


22. The entry of a film implies acceptance of the terms of these regulations, which will be construed and applied by the Board of Directors of the Centro de Actividades Culturales Teatro Arriaga, in compliance with the International Regulations.
