The conditions described below correspond to the proposed requirements by EUREKA University Film Festival and its programming team. Of these requirements, bases and conditions depends the registration and selection of short films sent by those film students and filmmakers who would like to be part of the official programming.

Eureka University Film Festival is an event organized by film students of the University of Bogotá Jorge Tadeo Lozano, and will celebrate its fourth edition from September 12th to 17th, 2019 in the city of Bogotá D.C. - Colombia. In order to exhibit, gather and generate a meeting place for national and international university cinema created in different schools and universities around the world.

The festival call will be open from April 15th to July 15th, 2019.

The only platform that we will enable for the reception of these short films applicants will be: We will not receive these short films by other means. However, the programming team may invite short films that they consider should be part of the open call.


1. Only those short films that are part of the three initial competitions will be awarded: TADEIST COMPETITION, OFFICIAL NATIONAL COMPETITION AND OFFICIAL INTERNATIONAL COMPETITION.

2. Some short films, taking into account the interests and decisions of the jury, will receive honorable mentions and other special recognitions.


1. We receive short films produced between January 2018 and July 2019.

2. It is mandatory that the director or producer of the short film is a student from a national or international university or college. Having said that, filmmakers can always apply if the student status could be verifiable.

3. The short films do not necessarily have to belong to a Film & Television, Audiovisual or Visual Arts faculties. They can belong to other programs.

4. Recorded films may have been made outside of their schedules and academic activities.

5. We receive short films with a maximum duration of twenty (20) minutes, including credits.

6. Eureka University Film Festival is a festival that promotes and recognizes the aesthetic, narrative and technical achievements of a film. The festival therefore will award the winning short films chosen by the jury —personalities of the current colombian cinematographic industry— in the main Festival competitions: TADEIST COMPETITION, NATIONAL OFFICIAL COMPETITION (only Colombian filmmakers in or outside the country) and INTERNATIONAL OFFICIAL COMPETITION.

7. The formal and narrative routes of the registered short films will be taken into account in the festival competitions. This means that they can be distributed by the
programming team in the different sections of these competences: FICTION, DOCUMENTAL, EXPERIMENTAL and ANIMATION.

8. Short films that aspire to the TADEIST COMPETITION should be works produced within some of the workshops corresponding to the Film & Television program of the Jorge Tadeo Lozano university, or as we indicated previously, works carried out outside the academics schedule, as long as the filmmaker's student status is proven; graduates of the Film & Television program of the University of Bogotá Jorge Tadeo Lozano may apply to the OFFICIAL NATIONAL COMPETITION.

9. We receive video clips and fashion films, as long as they are faithful short films to the genre. For this reason, we will not receive advertising works, web series or commercials.

10. All applicants are subject to be distributed according to interests and decisions of the programming team in other sections of the official programming.

11. Short films with dialogues in Spanish should have files available from English subtitles. Also, short films with dialogues in English or other language should have available subtitle files in Spanish. The festival does not will be in charge of the subtitling of any aspiring or selected short film within the official festival schedule, this is the responsibility of the filmmakers.

12. A maximum of three (3) short films will be received per filmmaker.

13. We are not responsible for the content copyright of the short film, this is the responsibility of the filmmakers and their respective legal processes.

14. Applicants should keep in mind that being selected within the official programming assumes —if applicable— a premiere in the city of Bogotá D.C. - Colombia.

15. Short films registered in the previous editions of the festival will not be taken into account for the official selection, or for discussion.

16. The selected short films will sign an exhibition authorization and accommodation with defined clauses. This will allow Eureka Festival University Film show and preserve the short films that every year are part of the festival.

17. The selected short films will be used by Eureka Festival University of Cinema for its different intentions of communication. To use frames and clips of these to build audiovisual pieces that will work as a communicative bridge between the audience and the festival.

18. The short films will be screened by the Eureka University Film Festival in different alternative activities carried out by our academic and programming schedule.

19. The selected short films will be conserved in an official vimeo of the festival, without public access. Reserved for the internal processes of exhibition and distribution of the festival.


1. We receive short films that make free use of aspect ratios. However, they must have a copy in: ProRes 422 or H264, with Minimum resolution Full HD 1920x1080px, or higher, at 24 fps.

2. Sound in Mono, Stereo or 5.1 surround.

3. We receive short films filmed in analog formats (Super-8, 16mm, 35mm, others); short films filmed in videotape, handycams or other technical resources as long as they have a telecined and processed copy in high resolution digital format.

4. The short films submitted must be finalized, we do not receive work in progress. These short films will have the priority of being considered within the official programming.

5. With the exception of those filmmakers who send in advance the annotation that their works are in post-production process, the short films will be able to be considered. However, this exception is subject to interest and considerations of the programming team about the registered work.

6. Short films that apply to the Tadeist Competition must include the logo of the university in the initial or final credits of the short film.

7. Other national and international short films should also include the logo of your respective university in the initial or final credits of the work.


1. If the short film is selected by the programming team, those responsible for the
short films should send one (1) compressed .zip folder with the following items:

- Two (2) copies of the short film:
• One (1) codec ProRes 422, container .MOV or .MP4 with minimum resolution Full
HD 1920x1080px, at 24 fps.
• One (1) codec H264, container .MOV or .MP4 with minimum resolution full HD 1920x1080px, at 24 fps.
- Short films must send one (1) photo in .JPG or .TIFF, 300 dpi, director and producer headshots.
- Attach one (1) scanned copy in high resolution of the student card or degree certificate.
- Attach one (1) file in .docx format with technical sheet, synopsis and director / producer profiles.
- Subtitle files in English or Spanish, as required, or with both lines if prefered.
- Attach one (1) scanned copy in high resolution of the exhibition authorization.
- Four (4) frames in .JPG or .TIFF, 300 dpi of the short film.
- Poster and trailer in high resolution, both export in high resolution, .JPG or .TIFF, 300 dpi.
- Send graphic identity of the university to which the student belongs.
- For works in progress: attach one (1) document commenting on the state process of the short film and what formal, editing and finishing elements do lack to conclude. We do not receive, nor do we read documents o
