- Fiction: Short films that have rural areas as a significant element in their main theme, whether in plot development or in the actual content of the story.
- Documentary: Short films that contribute to the recovery of memory by addressing cultural and ethnographic aspects such as crafts, lore, legends, historical facts, migration chronicles, music, gastronomy or any other aspect of identity heritage, material or immaterial.

- Short films made in Galicia must be in Galician or, failing this, subtitled in this language. Short films made outside the Galician region may be in any language provided that they include subtitles in Galician or Spanish.

- Short films submitted to the 4th edition of FICCVELO must have been produced after January 1st, 2016.

- The duration of the works submitted in the categories 1 and 2 (fiction and documentary) may not exceed 30 minutes.

- Each author or producer can submit a maximum of two works to the Festival.

The Carlos Velo International Film Festival is a space for the dissemination and exhibition of short films, documentaries and fiction, with a theme related to the rural milieu and with the recovery of the material and immaterial memory of the peoples of the world.

As in previous years, FICRURAL will also be a meeting point for professionals in the audiovisual sector, as well as a space for debate and creative reflection on the past, present and future of the rural world. With this initiative we demand the figure and the legacy of the great filmmaker of Cartelle, Carlos Velo. We will also promote the creation and development of artistic, social, cultural, economic and audiovisual projects that revolve around the rural environment and its future.

AWARDS
There will be a First Prize category among all the short films selected (fiction and documentary )
The first prize consists of a cash prize (amount to be decided) and a diploma or artwork designed exclusively for the festival by well-known local artists.
Also, during the screenings, attendees’ voting will be facilitated. A Special Public Prize Carlos Velo, which will consist of a voucher to enjoy a leisure experience in Galicia.
In the event that the short film selected by the public coincide with the short films awarded by the jury, the Special Prize of the public would be granted to the following short film, taking into account the points obtained.
None of the prizes will be declared void and there will be no exaequo prizes. In any case, decisions taken by the Jury cannot be appealed.

Registration conditions for the 5th edition of FICRURAL

All producers or directors of any nationality who hold the rights of the works they submit may participate.
Two participation categories have been established:
1. Fiction: Short films that have rural areas as a significant element in their main theme, whether in plot development or in the actual content of the story.
2. Documentary: Short films that contribute to the recovery of memory by addressing cultural and ethnographic aspects such as crafts, lore, legends, historical facts, migration chronicles, music, gastronomy or any other aspect of identity heritage, material or immaterial.

LANGUAGES
Applicable to the works submitted in any of two categories:
• Short films made in Galicia must be in Galician or, failing this, subtitled in this language.
• Short films made outside the Galician region may be in any language provided that they include subtitles in Galician or Spanish.


DATE OF PRODUCTION AND DURATION
Short films submitted to the 4th edition of FICCVELO must have been produced after January 1st , 2016.

The duration of the works submitted in the categories 1 and 2 (fiction and documentary) may not exceed 30 minutes.

Each author or producer can submit a maximum of two works to the Festival.


REGISTRATION
Registration will take place through this platform: www.festhome.com . It will be necessary to fill in the registration form and to upload the corresponding file of the short film for the preselection.

Exceptionally, and taking into account the special circumstances of individual countries, the direction of FICRURAL will assess the reception of jobs directly (by foregoing the registration through the platform Festhome) after a prior assessment of each case.

Deadline for registration and submission of short films:

Until August 31st, 2018.

SELECTION
Of the total short films received, the jury will select fifteen, five per each category: documentary and fiction.
The organizers of the event will contact the authors to request, if necessary, the short film in high quality format for its projection.
The selected short films will be exhibited during the celebration of the International Film Festival Carlos Velo that, on this 4th edition, will take place in December 2017 (dates and venues to be confirmed)
The awards ceremony will take place within the framework of the festival programmed activities.
The directors / producers or, failing that, a representative of the short selected that have their origin in Galicia, should attend the Festival. Otherwise the short film will be disqualified. This clause will not apply to international short films or films from other parts of Spain. In these cases they will be required to provide a little greeting video that will be screened during the awards ceremony.
Submission of a short film to the contest implies acceptance of these rules.
The winning short films and their authors will be announced to the media.

JURY
The jury is made up of professionals and academic experts in the fields of art, film and university, chosen by the organizers of the festival.

SHIPPING AND RETURN OF COPIES
The cost of both shipping and return of copies of the selected films, if necessary, shall be covered by the participants.

ACCEPTANCE OF RULES
Participating in this Festival implies acceptance of all the above rules as well as the resolution by the organization of any issue that had not been foreseen.

COMMITMENT OF PARTICIPATION
The person who registers a work at the festival declares he is authorized by the producer to provide the copy of the film and accept the rules of the contest.
