FECIRA, has as main objective to spread the cinema in the O'Higgins Region. It also promotes the promotion of national and international audiovisual works, being an instance for the dissemination of these.

Chilean Feature Film Competition:

National Short Film Competition:
- Best film.

BASES 3 ° FECIRA, RANCAGUA FILM FESTIVAL 2019.
   All national and international filmmakers are invited to participate in the competitive and non-competitive categories of the third version of the Rancagua Film Festival 2019, organized by the Culture and Arts Corporation of the Municipality of Rancagua.
Article 1. About objectives.
FECIRA, has as main objective to spread the cinema in the O'Higgins Region. It also promotes the promotion of national and international audiovisual works, being an instance for the dissemination of these.

Article 2. About place and date of the Festival.
The 3rd version of FECIRA will take place in the city of Rancagua, from 04 to 09 November 2019.

Article 3. On general considerations.
3.1 National and international works, which have been made after January 1, 2018, may participate.
3.2 Works that have been part of the pre-selection and / or competition stage of the previous versions of FECIRA may not participate.
3.3 The works received, in the different categories, will be pre-selected by the festival's programming team.
3.4 Registration has no cost.
3.5 FECIRA, declares to know that all intellectual property rights and use of the contents, images and texts published in the festival belong to the author, according to Law No. 17.336, on Intellectual Property and its subsequent amendments that regulate copyright in Chile . This law protects the rights that, by the mere fact of the creation of a work, acquire the authors of works of intelligence in the literary and artistic domains, whatever their form of expression, and the related rights that it determines. According to the same, the copyright includes the patrimonial and moral rights, which protect the use, paternity and integrity of a work. This law protects the rights of Chilean and foreign authors domiciled in Chile. It also establishes that foreign authors not domiciled in the country enjoy the protection that is recognized by international conventions that Chile has signed and ratified. The works that are protected are, in general, literary and artistic. In an exemplary way, the law establishes in its article 3 a non-exhaustive list of specially protected works, among others, mentions books, illustrations, films and computer programs.
3.6 The producer who holds the rights to the film must complete the application through Festhome.com, which will be an affidavit and thus verifying that the declarant knows and accepts this regulation.
3.7 The organization of the Festival reserves the right to make the decisions it deems pertinent for those cases not foreseen in these rules.
3.8 All official information will be published on our website www.fecira.com, official Facebook www.facebook.com/FestivaldeCineRancagua and associated media.

Article 4. About the Competition.
4.1 FECIRA includes two categories of official competition and two non-competitive categories:
Competition:
I. National Feature Film Category (documentary and fiction):
Oriented to the exhibition of national works, of a minimum duration of 40 minutes, which are spoken or subtitled in Spanish.
II. National Short Film Category:
Oriented to the exhibition of national works, without gender discrimination, of a maximum duration of 30 minutes (including credits), which are spoken or subtitled in Spanish.
Non-Competitive:
I. International Feature Film (documentary and fiction):
Oriented to the exhibition of international works, of a minimum duration of 40 minutes, which are spoken or subtitled in Spanish.
II. International Short Film:
Oriented to the exhibition of international works, without discrimination of gender, of a maximum duration of 30 minutes (including credits), which are spoken or subtitled in Spanish.

4.2 The FECIRA organization will appoint the members of the jury, its composition will be as follows:
I. National Feature Film: composed of a minimum of three members, which will be part of the audiovisual media, arts and culture.
II. National Short Film: composed of a minimum of three members, which will be part of the audiovisual media, arts and culture.
- Those people who have interests in the production and / or exploitation of competing films can not be part of the jury.
- The votes of the jury will be secret and the decisions will be adopted by simple majority. A representative of FECIRA may attend the deliberations of the jury, but without the right to vote.
- The members of the jury are firmly committed not to publicly express their opinions regarding the films submitted for their consideration, before the official proclamation of the prizes. Any conflict not foreseen in these rules will be resolved by the FECIRA organization.
4.3 The prizes awarded by the jury are:
National Feature Film Competition:
- Best film.
     National Short Film Competition:
- Best film.
4.4 The producers of the films that have received a prize are obliged to mention it in all advertising and press material, including the FECIRA logo, available on the website www.fecira.com

Article 5. About the Application to Pre-selection.
The admission of the works registered for the Pre-selection will end on June 27, 2019, applicants must meet the following requirements:
5.1 Registration for Pre-selection.
5.1.1 Only those who accept the rules of these rules, and send their films through the "FESTHOME" platform, can participate in this process. Anyone with the rights can register their film through the following link: https: / /festhome.com/f/4818
5.1.2 In case these rules are not complied with, the Festival organization will reserve the power of the last decision.
5.1.3 The cost of sending the films registered for the pre-selection will be borne by the persons or companies that have registered them.

5.2 Format, Language and Date of the Works upon Application.
5.2.1 Format: for the pre-selection only online shipments are accepted through Festhome.com:
5.2.2 Language: all the works that postulate the pre-selection must be spoken or subtitled in Spanish. Applications in other languages ​​that do not have subtitles in Spanish will not be accepted, nor will a dialogue list be substituted for those subtitles.
5.2.3 Date: only those works that have been made after January 1, 2018 will be received.

Article 6. On the Selection of Works.
6.1 The official selection of the Festival will be announced on August 29, 2019, on the website: www.fecira.com Official Facebook www.facebook.com/FestivaldeCineRancagua and associated media.

6.2 By the mere fact of applying to these bases, the selected works automatically accept to authorize excerpts of image, to carry out the promotion of the Official Selection of the Festival through media.

6.3 The global programming of FECIRA and the schedules of the projections are the exclusive competence of the Festival's steering committee.

6.4 Once notified of the official selection, those in charge of the works will have a deadline until September 8, to send the material.

6.5 The supports required for the official selection are:
to. Feature films, accepted formats of exhibition are: file Apple ProRes 422 HQ or Apple ProRes 422.
b. Short films, well-designed exhibition formats are: Apple ProRes 422 or .mov H264 file, in 1920x1080p resolution.
6.6 Participating works of the Official Selection not spoken in Spanish should send a copy of the subtitled exhibition to Spanish. The works spoken in Spanish should send a copy of the exhibition subtitled in English.
6.7 The transport costs of the films selected, as well as the insurance of the copies, will be borne by the participant until their arrival at the Festival's headquarters. The organization, for its part, will take care of the insurance of the copies from the moment they arrive at the central headquarters of the Festival.
6.8 If the material is not received until the stipulated date, the organization reserves the right to eliminate the work of the process.
6.9 All films will be returned within three weeks after the festival.

Article 7. About participation.
7. 1 The selected works will be exhibited during the celebration of the Festival in the city of Rancagua, from 04 to 09 November 2019, according to the schedule that will be determined once the official selection is known.

Article 8. About the Organization.
The organization reserves the right to modify the event for reasons of force majeure.
