- Only films finalized in the years 2013/2014 and which have not participated in the selection process of the previous edition of Brasília International Film Festival – BIFF can participate in the competition.

- The Fictional and Documentary feature films should have a length superior to 60 minutes, be the Director’s first or, at the most, third full-length film, should not be released commercially in Brazil and should also have a copy available through the entire Festival term.

- The Competitive Exhibitions’ feature films will be screened in Digital Cinema Package - DCP, at Cine Brasília and Cine Cultura Liberty Mall.

- Films must be subtitled in English or Spanish or Portuguese.

REGULATIONS

CHAPTER I - ABOUT ORGANIZATION

1st. Article The IV Brasília International Film Festival - BIFF will be held in the city of Brasília-DF, from November 6th. to 15th. 2015, organized by the Cine Cultura Liberty Mall, in partnership with the Associação dos Amigos do Cinema e da Cultura and with the support of the Distrito Federal Department of Culture.
First Paragraph: The activities of the IV Brasília International Film Festival - BIFF will occur at Cine Brasília and Cine Cultura Liberty Mall, movie theaters.

Second Paragraph: The IV Brasília International Film Festival - BIFF will have in it’s program a Competitive Exhibition for Fictional Feature Films, a Competitive Exhibition for Documentary Feature Films and other parallel exhibitions, with other meetings and debates in addition.

CHAPTER II - ABOUT THE COMPETITIVE EXHIBITIONS

First Paragraph: The Competitive Exhibition for Fictional Feature Films of the IV Brasília International Film Festival - BIFF comprises the exhibition of the features nominated to the prize, subject of Chapter X, consisting of:
- 8 fictional full-length films

Second Paragraph: The Competitive Exhibition for Documentary Feature Films of the IV Brasília International Film Festival - BIFF comprises the exhibition of the features nominated to the prize, subject of Chapter X, consisting of:

- 8 documentary full-length films

CHAPTER III - ABOUT THE FEATURES

3rd. Article It is only allowed to be screened at the Competitive Exhibitions of the IV Brasília International Film Festival - BIFF features finished in the years between 2014 and 2015 and that didn’t take part of the previous IV Brasília International Film Festival - BIFF selection process.

4th. Article The Fictional and Documentary feature films should have a length superior to 60 minutes, be the Director’s first or, at the most, third full-length film, should not be released commercially in Brazil and should also have a copy available through the entire Festival term.

5th. Article The Competitive Exhibitions’ feature films will be screened in Digital Cinema Package - DCP, at Cine Brasília and Cine Cultura Liberty Mall.

CHAPTER IV - ABOUT SUBMISSIONS

6th. Article The submissions to be selected to compete in the IV Brasília International Film Festival - BIFF should be made according to the following guidelines:

a) The regulations and application form will be available at www.biffestival.com in the period of August 10 to September 10, 2015. The submission can be made by the producers and/or by the feature film Legal Representatives, fulfilling and sending the application form along with required attachments online. The feature film will only be consider registered at the IV Brasília International Film Festival - BIFF after all the mandatory form fields have been fulfilled and the required attachments sent.

b) The following materials are required, alongside the application form:
- Feature Film online link with subtitles in English, Spanish or Portuguese, to screening and evaluation purposes;

- Synopsis (up to 500 characters), cast and technical data sheet;
- 02 still photos or frames from the feature and 1 picture of the feature's diretor(s) with 300dpi resolution, accordingly labeled and credited;
- Biography and filmography from the diretor(s), with 500 characters (max);
c) If it is impossible to apply online, the feature film responsible can send, to the address itemized in Chapter VII, the following mandatory materials to the Festival Coordination:

- Application form, printed and signed;
- Faithful DVD copy of the Feature Film, properly labeled with subtitles in English, Spanish or Portuguese, to screening and evaluation purposes;
- Synopsis (300 characters maximum), cast and technical data sheet;
- 02 still photos or frames from the feature and 1 picture of the feature's diretor(s) with 300dpi resolution, accordingly labeled and credited;
- Biography and filmography from the diretor(s), with 500 characters (max);
d) The responsibility for expenses as mailing costs and resulting taxes for sending the DVD, or any other materials to selection and participation in the IV Brasília International Film Festival - BIFF, rests entirely with the Feature Film producer(s) and/or legal representative(s).
e) As an alternative, interested parties can submit their Feature Films through Festhome (www.festhome.com). Just register, completing the video’s file upload or making the link available, and then pay the platform submission fee. Only when this process is completed that the submission will be fulfilled and available to the Festival’s programmers.
Single Paragraph: The admission process will be available until September 10 2015. Submissions and materials sent after this date won’t be eligible.

CHAPTER V - ABOUT THE SELECTION PROCESS

7th. Article The Competitive Exhibitions’ features will be selected by a commission consisted by nacional and international Film professionals, nominated by the Festival’s General Coordination Office.
a) The parallel sessions and exhibitions will be chosen by the Festival's Directing Office.

CHAPTER VI - ABOUT THE SELECTION

8th. Article The IV Brasília International Film Festival - BIFF will disclose the list with the nominated Feature Films to the Competitive Exhibitions no further than September 20 2015 at the website www.biffestival.com.

9th. Article The nominated Feature Films shall send to the Festival Coordination Office, to the address itemized in Chapter VII, the following materials:

a) The Feature Film’s copy shall be sent in Digital Cinema Package - DCP, with it’s respective key/code. The Festival is liable for the total security of the feature agains’t any kind of piracy or illegal copying. The features’ copies should be available through the entire Festival period. The copy submission shall be made until the limit date of October 20 2015. Acceptable Digital formats are DCP and MOV H264.
b) Promotional package for the Feature Films advertising:
- Link with movie scenes (2 to 5 minutes) for advertising and trailer.
- Synopsis, technical information, cast and technical data sheet.
- 02 movie photo stills and 01 picture of the Director(s) with 300dpi resolution, accordingly labeled and identified.
- Biography and Filmography for the Director(s).
Single Paragraph: The nominated feature films can’t withdraw from the Festival competition under no circumstance, with no appeal and/or reparation request applicable.

10th Article The nominated feature films won’t be able to perform commercial exhibitions, those being on movie theaters, television or internet, or even avant premieres open to the public, in Brazil, before the Festival exhibition, under penalty of being withdrawn from the competition.

CHAPTER VII - ABOUT MATERIALS AND COPY SUBMISSIONS

11th. Article The Feature Films copies, along with other selection and advertising materials, for selection and exhibition at the IV Brasília International Film Festival - BIFF shall be sent to the following address:

CHAPTER VIII - POPULAR JURY

12th. Article The IV Brasília International Film Festival - BIFF jury for the Fictional and Documentary Competitive Exhibitions will be it’s audience.
a) There will be three movie sessions for each nominated feature, one at Cine Brasília and two at Cine Cultura Liberty Mall. There will be voting in every session.
b) Each viewer will receive a ballot with the option to score the movie shown in the session from 1 (one) to ten (10).
c) A team of four Festival's Production staffers will be responsible for the organization, supervision, distribution and collection of the ballots after the movie session ends.
d) After the exhibition, the ballots will be kept in sealed envelopes to be open only at the last day of Festival for accounting.
e) This same team of four staffers, alongside the Festival Directorial Office, will be responsible for the counting of the ballots and final scoring.

CHAPTER IX - BALLOT COUNTING AND WINNERS

13th. Article The ballots will be accounted for in a proportionally way. The Fictional and Documentary feature films that achieve the best proportional average will be established as Best Fictional Feature Film and Best Documentary Feature Film.

14th. Article The responsible Production team will draw up a minute indicating the winner feature films and attach to this document the ballots with it’s respective scores.

CHAPTER X - ABOUT AWARDS

15th. Article The IV Brasília International Film Festival- BIFF will assign, to the nominated feature films of the Fictional and Documentary Competitive Exhibitions, trophies and cash prizes accordingly, as follow:
a) Awards
Fictional Full-length Feature Film:
Best Fictional Film - R$ 20.000
Documentary Full-length Feature Film:
Best Documentary Film – R$ 10.000

CHAPTER XI - ABOUT AWARDS DELIVERY

16th. Article The trophies will be delivered in a Awards Ceremony on November 14 2015.

17th. Article The cash prizes will be paid after the presentation of documents, to be requested by the Festival’s General Coordination Office, in a timeframe of six months, at most, after the Festival ending.

CHAPTER XII - GENERAL CONSIDERATIONS

18th. Article The non-compliance of any demand or indication in the regulations will entail in the automatic eliminating of the competing feature film.

19th. Article The Festival organization ensures to the Federal District non-resident guests and nominees plane tickets, accommodations and local transport.
