Rules 2014
GENERAL RULES AND REGULATIONS FOR PARTICIPATION


1. ORGANIZATION
ITALIAN HORROR FEST is organized by the LuPa Film in Rome, which holds all copyright on the name and official logo of the event.

2. OBJECTIVES
THE ITALIAN HORROR FEST City of Neptune has the objective to draw attention to the best expressions of Italian horror films and thrillers, with the aim to celebrate and make a fitting tribute both to the great masters, whose works have contributed to know our films around the world, both the young authors who continues this glorious artistic tradition.

Implements this purpose, the Artistic Director governs the harmonization of the program and makes use of a Commission of Experts referred to his appointment, based on their respective mandates, allocating the responsibility for specific sections.

3. DATES AND LOCATIONS
The Festival will take place in the Summer 2014, in the city of Neptune (Rome).

4. PROGRAM
Each day of the Festival will be dedicated to an author, with the most representative screening, then the meeting with the public, during which will be awarded the prestigious recognition called the Silver Neptune.

5. FEATURE AND SHORT FILMS INTERNATIONAL COMPETITION
As part of the Festival is expected the competition of feature and short films that come from every part of the world, which will be previously selected by a panel of quality, composed of personalities from the cinema and culture, which have not in any way contributed to the creation of works in competition.

The Jury, in its sole discretion, will choose only ten finalists (five feature films and five short films) and they will be screened during the days of programming.

The Jury Presidents (one for the feature section and one for the short film section) will nominate the winners during the closing night of the festival, when will be awarded the Silver Neptune.

The jury also has full right not to award the prize if can not find full agreement on the finalists.

6. FEATURE AND SHORT FILMS FORM
Will be taken into consideration all entries before no later than the date June 30, 2014 in Italian language or foreign with subtitles in Italian, and to be in theme with the Festival.

For the short duration shall not exceed 30 min.

The inclusion of the feature films and short films will be made only by filling out the card on the official Festival website.

7. RIGHTS OF ENTRY
For each feature film entered in the selection is a registration fee of € 50,00 (fifty), while for the short films is a registration fee of € 25,00 (twenty five) for administrative fees to be paid prior to shipping the work.

Will not be taken into consideration the works received without fee and will not be returned to the sender, unless it is made enquiry specifically form within 30 days following dispatch the material, the shipping costs they will be charged to the applicant.

The registration fee can be paid only with procedure on-line through credit card or PayPal system and in case of non-delivery of the film will not be refunded.

The registration fee is not refundable in any case.

8. FORMATS & SHIPPING
The selection will be solely and exclusively on DVD and shipping costs are borne by those who enrolled the film.

The sending of the work requires full and unconditional acceptance of the decisions of the Executive Board regarding the selection of the work itself and to its possible inclusion in the Festival program. In case of disagreement the decision comes to the Artistic Director.

The registration form, signed freely, will be considered evidence of the free acceptance of the Regulations by the person who has registered the film and his adhesion to the event.

Together with the shipment must be accompanied by a DVD release, duly completed by the entitled person, authorizing the public screening.

All the DVDs received for the selection they can be returned only upon specific request and the cost of returning the material will be borne by the applicant.

9. OUT OF COMPETITION
The works that won't result among the finalists will have the possibility to participate however out of competition category in the Festival.

The projection format will be the same support reached for the selection. The invitation of the short films out contest doesn't foresee the expenses of hospitality from the organization.

All movies that was not among the finalists will be held in the Festival archive without any obligation to repay.

10. PROJECTION FORMATS
The works finalists must be received no later than the date July 15, 2013 in one of the following formats: DVD, DVCpro, DVcam, MiniDV, BetacamSP, Blu-ray Disc, Mpeg4, H264.

For the movies in a foreign language we require a copy with subtitles in Italian.

11. HOSPITALITY
The participation of the films in competition and out of competition does not include the cost of hospitality from the organization.

The Festival invites filmmakers only winners of the two categories (Best Feature and Best Short Film) for the gala which will close the event.

Any hotel accommodation and travel expenses are borne by the participants.

12. RELEASES
Each participant acknowledges that at the Festival they will be present accredited televisions and other media partners who make television, radio.
By agreeing to participate in the Festival and by signing this regulation, each of the participants recognizes the right of the media partners to carry out any type of shooting even in the presence of sponsor brands and gives free every right to broadcast any footage, allowing the use of such media partner shooting according to their needs, even with interruptions of advertisements and can possibly sell them.
