The International Unseen Film Festival 'Social Films' from Bilbao (Basque Country, Spain) is organized by Kultura, Communication y Desarrollo KCD NGOD; Organization dedicated to promoting a human, intercultural, equitable and sustainable development through Communication and Culture.

The International Unseen Film Festival 'Social Films' from Bilbao is an annual celebration dedicated to show a cinema full of diversity and social commitment, a cinema that is usually excluded from commercial screens.
The Festival is centered on four major themes: Sustainable Development, Human Rights, Interculturality and Gender Equity.
With its continuous work, it has become an indispensable appointment for all those interested in communication for development and social transformation.

The Festival is also a recognition of all people who make a communication that allows to reflect through their audiovisual works all those different causes and problems of humanity.

Thematic categories

Sustainable Development Award (2,000€): this category includes audiovisual works that analyze social, political, economic and environmental predatory development models and alternative proposals which can contribute to human wellbeing and sustainability.

Human Rights Award (2,000€): this category includes films about the struggle for respect, promotion and wide warranty of individual and collective human rights, fundamental freedoms and all those works that promote an opposition to the authoritarian, elitist, racist, xenophobic, homophobic political movements and any form of discrimination or those that denounce the causes of poverty and social exclusion.

Gender Equality Award (2,000€): this category contributes to the construction of an egalitarian culture and perspective and generates tools for gender equity change in society. The works of this section provoke reflection about the realities of inequity between men and women or propose models that promote alternatives to patriarchal system.

Interculturality Award (2,000€): this category reflects both issues related to the richness and diversity of cultures existing in the world, as issues related to the human migration, the coexistence of cultures, or complaints of any form of racism, segregation, xenophobia, etc.


Visibility categories

Best Work by a Woman Award (2,000€): this category both grows the visibility of women filmmakers and encourages the participation of women in the world of audiovisual communication, as they represent a significant minority in the sector. This section will include all the works directed or codirected by women participating in the festival in any of the thematic and/or social participation categories.

Best Social Work in Basque Language Award (2,000€): This category includes all the films participating in any of the thematic categories in Basque language or Basque language subtitled.

Unseen Films-Film Sozialak Award (2,000€): This category includes all the films participating in any of the thematic categories in Basque language or Basque language subtitled. Its purpose is to support the work of a film director, male or female, following the festival’s criteria.


Categories of social participation

Education in Values Award (2,000€): this category includes films in any thematic category screened in bachelor and vocational training schools. Films do not exceed 30 minutes duration. Its aim is to promote social films and social values for students. The students will vote the winning film in this category.

Audience Award (2,000€): This category encourages public participation, giving the audience the opportunity to value the films they watch and support the work of filmmakers with their votes. This category includes all the films participating in the festival screened in non-educational venues, which have their own award.

Call for entries for the 12th International Unseen Film Festival “Film Sozialak” Bilbao 2020


Registration Period: January 1st to May 1st, 2020


Participation in the Festival implies acceptance without reservation of all the terms contained in these rules.

The main venue of the festival is located at the Azkuna Zentroa Alhóndiga Bilbao and the official week of the festival is 15 to 22 October 2020 although they will be previous screeenings in August and will end in November with the screening or the awarded films. In total there will be at least 25 venues, of which 12 are secondary and bachelor education schools and / or vocational training ones.


DESCRIPTION OF THE FESTIVAL


The International Unseen Film Festival 'Social Films' from Bilbao (Basque Country, Spain) is organized by Kultura, Communication y Desarrollo KCD NGOD; Organization dedicated to promoting a human, intercultural, equitable and sustainable development through Communication and Culture.

The International Unseen Film Festival 'Social Films' from Bilbao is an annual celebration dedicated to show diversity and social commitment films, that are usually excluded from commercial screens.

The Festival is centered on four major themes: Sustainable Development, Human Rights, Interculturality and Gender Equity.

With its continuous work, it has become an indispensable appointment for all those interested in communication for development and social transformation.

The Festival is also a recognition of all people who make a communication that allows to reflect through their audiovisual works all those different causes and problems of humanity.


PARTICIPATION


Any person or group of people is entitled to apply for the competition. Works can be presented by individuals or by groups, no matter their origin or nationality. Minors must have the corresponding authorization of a responsible adult. (Mother, father, tutoring).

Each person or group/collective may submit one or more works, provided they have the rights of authorship or distribution. The festival will not be held responsible for any infringements arising from this.

All the works recorded in digital format, fitting in any of the categories, are also entitled to take part in the competition.


FESTIVAL CATEGORIES AND AWARDS


The festival comprises by four themes that apply to all the competing films: Sustainable Development, Human rights, Gender Equality and Interculturality.

Prizes will be awarded in each of the following four categories:

Thematic categories

The selected films will be eligible for its own thematic category awards and those corresponding for direction, language and screening venues. The award will be paid to the directors of the winning films, according to the information provided in the registration forms. The amount of the awards is between 1,000 and 2,000 euros and is subject to taxes and regulations set by the Spanish law (VAT or income tax). The amount of the prizes might vary according to the support of the concerned entities.


REQUIREMENTS AND REGISTRATION


Films must deal with at least one of the thematic categories of the festival.

All fiction, documentary and animation films, whether they are short films, medium-length film or feature films, can take part in the competition.

Participating films must be in Spanish or in Basque languages, original or subtitled.

Films in competition must have been made after January 1st, 2018 and have not been sent to the festival in previous editions.


ENTRIES SUBMISSION


Whatever the way of sending the films, compulsory registration Online using the form on the web: www.kcd-ongd.org.

Films can be submitted in physical or electronic formats.

Shipping and returning costs are participants responsibility.

Entries can be submitted by different ways:

a) www.festhome.com platform (supports HD formats).

b) Vimeo, or Youtube (please, no expiration download permission), sending the link to cineinvisible@kcd-ongd.org

c) Platforms such as Dropbox, Myairbrigde, Mega, Wetransfer, o similares. sending the link to cineinvisible@kcd-ongd.org

d) By mail to the following address:

e) Other ways KCD should consider appropriate and that would be communicated publicly.

Any work sent after the deadline (May 1st 2020) and/or not fitting the requirements might be introduced to the competition only at the Festival discretion.

KCD ONGD will request the pre-selected works to send the following information:

1. Photograph of the director/s
2. Brief CV and Filmography of the director/s
3. 3 shots of the work in high quality, since they may be candidates to:

Represent the festival poster.

Be part of the exhibition on the 11th International Unseen Film
Festival "Film Sozialak" Bilbao 2019 that will be located in Metro Bilbao underground stations.

If any of the shots is selected to represent the festival poster, the image will receive one payment of 150€. The amount is subject to taxes and regulations set by the Spanish law (VAT or income tax). The amount will be paid to the directors of the winning films, according to the information provided in the registration forms.

4. Extended data application form provided by the Festival.

5. Screening version of the film (finest quality available and no watermarks).

All works that do not comply with the sending of this documentation within the period indicated by the organization will be automatically discarded.


SELECTION PROCEDURE


The Selection Committee shall be composed equally by women and men and will be responsible for the selection of films in the Festival.

Films will be selected based on the following criteria:

Adaptation to the themes of the festival

Technical quality

Adaptation to the target audience of the festival

Without neglecting the above criteria, in the selection procedure there will be some positive actions to be conducted:

Films made by southern countries’ directors.

Films directed by women

Films produced in Basque language

Films subtitled for deaf and hearing-impaired people and/or including audio description system.

Whatever section selected at the time of registration, Festival's Selector Committee will evaluate in which of the sections will be included those works to be selected for the contest and its decisions will be unappealable.

The outcome of selection procedure will be communicated before the end of July 2020 approximately to the participants. Once the selection is informed, the work cannot be withdrawn from the Festival.

Both the date and the scheduled screenings of the Festival will be informed later (approximately, September 2020).
According to its own consideration and possibilities, the festival will promote and support the attendance of representatives of the selected films. The festival may afford expenses such as transport, accommodation and/or maintenance.


JURY


In order to improve gender equity, the jury will be made up of 66% by women. The jury will be made up of people involved in cooperation for development, solidarity and other social issues; film makers, artists and people closely related to film festivals and other similar events. The jury's decision will be final and will not be open to appeal.


AUTHORISATION FOR USE


Rights bearers of film accepted for competition expressly authorize KCD-NGOD to carry out the following actions:
Play, view and screen films as often as necessary during their participation in the Festival, during all its development between August and November 2019 (includes pre- festival, festival and post- festival phases)- (in all the venues of the Festival).
Adapt the work to the necessary formats for viewing and screening during the Festival.

Dub and / or subtitle the work to other languages different to the original one.

Use pictures and / or fragments of the work for press kits, notices, and postings at the official website of the Festival in order to carry out promotional actions.

Use the material corresponding to their selected films with the goal of promoting and disseminating audiovisual and printed materials (e.g. catalogue, commercials...) in the scope of the current festival.

This authorization is a prerequisite for ensuring the participation of the work in the Festival without any financial compensation for the person enrolling it, or those who have copyright of it.

All the submitted entries will be included in KCD, Kultura, Communication y Desarrollo's archives. In case any of these films will be use in a cultural or educational event, KCD NGOD will not make screenings of these works without the prior authorization of their authors.


DATA PROTECTION


In accordance with the Constitutional Law 15/1999, of Sept. 13th, for the Protection of data of personal nature, we inform that the supplied data may be included in an automatized file whose holder is KULTURA, COMMUNICATION Y DESARROLLO - KCD NGOD, who is duly registered in the Agency of Data Protection.

The end of this file is to make the enable the registration procedures and to send information about the festival which might be of interest for you.
