The Oruro International Film Festival is headquartered in the city of Oruro (Plurinational State of Bolivia).

The city is known for its cultural and folkloric wealth, being the Oruro Carnival its greatest expression. This Carnival, which annually gathers thousands of national and international visitors, was declared in 2001 as "Masterpiece of the Oral and Intangible Heritage of Humanity" by UNESCO, thus recognizing the multicultural and religious value it expresses.

The Festival, whose ninth edition will be held from March 20 to 26, 2021, aims to recognize and disseminate national and international cinematographic works that show strong artistic, aesthetic and human values.

OFF, Oruro Film Festival, recognizes talent with the following awards

The 9th Oruro International Film Festival (OFF) will take place from March 20 to 26, 2021 in the city of Oruro, Plurinational State of Bolivia.

REQUIREMENTS AND ELIGIBILITY

The calls for the Festival are open for short and feature films of fiction, animation, documentary and experimental from around the world.

All productions must have been finished after January 1, 2018.

Films must be submitted through the FESTHOME platform.

Final Deadline: The producer who holds the rights must register the film to the Festival, before October 5, 2020.

The inscription through the official platforms of the Festival will have the character of an affidavit and in it it declares that it knows and accepts these regulations.

Producers and filmmakers of Bolivian nationality may register their work for free.

No film will be officially registered until the Festival receives the online pre-selection copy.

In the case of films spoken in a language other than Spanish, preselection copies may be sent with subtitles in Spanish (preferably) or English.

Once registered and selected, the film cannot be withdrawn from the Festival's programming, nor can it be shown in any other area in Bolivia before its official presentation at our Festival.

Premiere Status
For the international feature films in competition, the Festival only accepts films that are presented as a Premiere in the Plurinational State of Bolivia (that is, films that have not had public screenings in cinemas, television or festivals in Bolivia before the start of the Oruro Film Festival) .

In the case of Bolivian feature films, the Festival requires Premiere status in Oruro. that is, Bolivians films that have not had public screenings in cinemas, television or festivals in Bolivia before the start of the Oruro Film Festival will be accepted in competition.

The Festival DOES NOT DEMAND any premiere status among short films.

SECTIONS

The Festival's programming will include competitive and non-competitive sections. Scheduled films will be included in the section that the selection committee deems appropriate.

For the selection, its duration will be taken into account: The festival considers a feature film a minimum duration of 40 minutes and for a short film up to a maximum of 39 minutes.

The Festival will include four competitive sections:

-International short film competition: National and international fiction, animation, documentary and experimental films of 39 minutes or less are accepted.

-International Feature Film Competition: National and international fiction, animation, documentary and experimental films of 40 minutes or more are accepted.

-Latin American Feature Film Competition: Fiction, animation, documentary and experimental films made by filmmakers and / or Latin American producers with a length of 40 minutes or more are accepted.

- Bolivian Feature Films Competition: Fiction, animation, documentary and experimental films made by Bolivian filmmakers and / or producers with a length of 40 minutes or more are accepted.

*The selection committee can modify the structure of the Festival, but it will always keep the 4 main prizes: Best international feature film, Best Latin American feature film, Best Bolivian feature film, Best international short film.

SELECTION

The Selection Committee will be composed of members of the OFF, who will carry out their work according to the parameters of quality and creativity previously set by the Festival Management.

The projection copies will be sent through the Internet. The deadline to receive such copies will be October 5, 2020.

In case the film is selected, the person who made the registration will be notified and will be informed about the instructions for sending the projection copy through the official platforms of the Festival.

Next to the screener, the selected participants must upload the following materials to our official platforms:
-2 (two) film stills, 300 DPI. Size 10cm high by 15cm wide color. JPG format
-1 (one) photo of the director / s, 300 DPI. Size 10cm high by 10cm wide color. JPG format
-Bilofilmografía of the director maximum 450 characters with spaces. In the following format, NAME, + 450 characters
-Sinopsis of the film maximum 600 characters with spaces.

SUBTITLE

In the case of the selected films that are spoken in a language other than Spanish, the producers will have the responsibility to provide the organization with a copy with embedded Spanish subtitles or provide us with a .srt file with the Spanish subtitles with their respective time code. Projection copy and subtitles must be synchronized.

FINAL CLAUSES

The organization of the festival presupposes that the producers or directors who register through this call have the rights of exhibition of their works, being exempted the OFF of any civil or criminal liability.

The people linked to the selected films commit themselves not to broadcast their participation until the Festival's programming is announced by the Organization at a press conference.

Participation in the Festival implies acceptance of these regulations. Any conflict (organization or operation) not foreseen in these regulations will be resolved by the organization of the Festival.

The presentation of the films implies the total acceptance of these bases. The interpretation and application of the same corresponds to the organization of the OFF.
