Short films, ** feature films and *** music videos produced in Brazil, on any medium, finalized from 2017 may be included.

For the FOREIGN PANORAMA SHOW, fiction short films produced in France, finalized after 2017, may be registered.

Note: For the purposes of this Regulation:

* Short film: film with a maximum duration of 15 minutes.

** Feature film: film lasting more than 65 minutes.

*** Video clips: Music clips with a maximum duration of 8 minutes.

The same director can register as many works as they want.

The Film Festival of Baixada Fluminense - is a production of Benguela Productions and Cultural Events, which aims to:

a] Promoting the brazilian cinema, considering the different genres and formats;

b] To enable the exchange for the production of all states;

c] Enable the democratic public access to the Baixada Fluminense recent audiovisual production;

d] Spread the film for its importance in the affirmation of a cultural identity.

The selected films compete in six different categories:

- Best documentary feature film;
- Best documentary short film;
- Best fiction feature film;
- Best fiction short film;
- Best video clip.
- Best Foreign Language Film

The winners will be chosen by popular vote.

For the second consecutive year the Festival will open space for foreign language cinema. In 2019, the Festival will present the FOREIGN PANORAMA SHOW, destined to the exhibition of short films of fiction of a prominent country.
For this second edition of the FOREIGN PANORAMA SHOW, the country in focus will be FRANCE.

COMMISSION REGULATION

1 - Location and Date
The event will be held in the city of Duque de Caxias, Rio de Janeiro - Brazil, from June 3 to 8, 2019.

2 - Subscriptions
a] the registration period runs from January 4 to February 28, 2019;
b] Short films, ** feature films and *** music videos produced in Brazil, on any medium, finalized from 2017 may be included.
c] For the FOREIGN PANORAMA SHOW, fiction short films produced in France, finalized after 2017, may be registered.

d] The same director can register as many works as they want.

3 - Selection
a] The curatorship of the Festival will be selected for the works that will participate in each of the categories;
b] The list of selected films will be announced until April 25, 2019, on the Festival's official website (www.vercine.com.br).
c] After the announcement of the selected films, their responsible will be contacted and may be requested to send additional materials to the Festival production.
d] All the selected ones will receive Certificate of Participation.

4 - DATES
REGISTRATION AND SHIPMENT OF FINISHES
From January 19 to February 28, 2019.

RELATIONSHIP OF THE SELECTED
Until April 25, 2019.

FESTIVAL
June 3-8, 2019.

5 - General Considerations
a] Participation in the Festival may also take place through an invitation formalized by the production of 2019. The guest films will not be subject to the conditions of this regulation and will be displayed out of competition.
b) Participants agree and accept that all material received for the films selected for 2019, including their exhibit copies, will become part of the Festival's collection;
c] Unselected films will have their copies deleted shortly after the selective phase;
d) The Festival's production undertakes not to promote any exhibition of films outside the Festival without informing the responsible ones;
e] The registered directors give BENGUELA Produções e Eventos Culturais the right - free of charge - to post photos and excerpts of the film with a maximum of 30 seconds for the purpose of publicizing and promoting the Festival.
f] Under no circumstances will fees or exhibition rights be paid to the films selected or invited to the Festival.
g] It is the responsibility of the participant to use images and music of third parties in his films, in addition to any conflict arising from copyright infringement.
h] The registration of the work, by any means available, indicates the full acceptance of this regulation by the person in charge.
i] Festival production reserves the right to establish in all cases not provided for in this regulation.
