The 8th Short Film Festival of the “Côte Bleue” (FCMCB) is a festival for young film directors up to 30 years of age. We are committed to showcasing the works of emerging filmmakers and helping them distribute and promote their shorts. The competition is open to young people from all over the world.

At the end of this 8th short film festival, various awards will be handed out. Our partners will decide the amount of the total award. We retain the right to make last minute adjustments.

Rules & Regulations of the Young Film Directors competition October 8-10, 2021


Article 1.


The 8th Short Film Festival of the “Côte Bleue” (FCMCB) is an international festival for young film directors up to 30 years of age (creation date). We are committed to showcasing the works of emerging filmmakers and helping them distribute and promote their shorts.

We have set no theme for this year’s competition. The film must have been created after may 1st, 2019.


Article 2.


There are no registration fees. Directors participation is therefore based on voluntary work.


Article 3.


Movies shipping fees must be paid by the participants.


Article 4.


The short film will be a downloadable digital format by us. The length should be about 1 to 20 minutes.

A director can send several films but only one could be selected for the competition.

Translations or sub-titles in French or in english are mandatory for non-French-speaking films.

All non-French-speaking films selected for the competition will have to be translated or subtitled in French.

The submitted movies will be kept on record by the festival. We encourage participants to keep a copy for themselves.

The Movies must be submitted along with the application for registration and, when necessary, a parental authorization form for minors. Submission deadline: April 7th, 2021.

Article 5.


Each candidate must declare ownership of the work that is submitted and states that he or she is entitled to all rights (copyright owner) of literature, drama, art, audio-visuals, images and music.

The participant guarantees the FCMCB for any claims or actions that could be made against the festival by anyone who participated or not in the production or making of the short film.

Each director must be in accordance with current French legislations.

A better definition of the film selected for competition will be required from directors. They will be able to use free online tools to send large files (for example WeTransfer, YouTube, Vimeo, etc…).


Article 6.


The festival will appoint a selection committee composed of volunteers. Any movie received after the deadline will not be taken into account.

The festival’s pre-selection committee will make their selections with respect to the following categories: directing, script, interpretation of actors, imagery, sound, length, sub-titles. After discussing various points of view, the pre-selection committee will select the finalists.

The selection of finalists will remain confidential and the decision will be final. No appeals will be allowed.


Article 7.


Directors of selected films will be invited to present their work. They will be informed by phone or by email.
Because of a large number of received films the previous years, directors and producers are informed by mail only of the positive answer of the committee for the competition or any other theme program.


Article 8.


The participation of each candidate in the competition gives organizers the right to present the film or extracts, when screenings are free and non-commercial. Photos or movie clips could be used to communicate about festivals to come.

Participation in the festival implies authorization to show either the entire film or parts of it, in all types of media, television or internet, film clips cannot exceed 10% of the duration of the movie.

The participant claims and warrants that the rights to the music played in the film are in the public domain or belong to the participant or were acquired by the participant from composers or rights collecting societies (SACEM, SPPF, SCPP etc ...).


Article 9.


The jury will consist of qualified festival personnel/volunteers with special backgrounds and expertise in visual arts.


Article 10.


The jury deliberations will take place after the public viewings. The winners will be informed immediately so that they may receive their awards personally.

The awards will be presented by the representatives of the partner cities, the members of the juries and other invited special guests.


Article 11.

Article 12.


Prior to submitting, all candidates should understand that the rules and regulation must be respected. Only applications that have been filled out correctly and signed will be taken into account. Once the applicant has signed the official forms and submitted the movie, no film can be retrieved, withdrawn or taken out of the selection. The criteria of age the age and other modalities enumerated above, will be also to respect to take part
in this festival. For the minors the parental authorization as well as the right to the image must be duly signed using the document joined with the present regulation.


Article 13.


In case of major problem independent of its will, the FCMCB reserves the right to cancel or postpone the event (no compensation can be claimed).


Article 14.


Only the French “règlement” of the “8ème Festival de Courts Métrages de la Côte Bleue” (which is on-line) will have force of law.
