OJO DE PESCADO International Film Festival for Children and Youth is an annual event in Chile that gathers the most recent and exclusive film and TV contents from all over the world aimed at children and youth.

The Festival is organized by the OJO DE PESCADO CULTURAL CORPORATION, an exploration and action platform that, through the exhibition of films and the promotion of audiovisual creation, aims to help guarantee the right of children and young people to the integral education and communication and expression of their opinions.

The 11th edition of Ojo de Pescado Film Festival will take place online through the entire Chilean territory and in person only in the Region of Valparaíso (if the health situation allows it) between August 27nd and September 4th, 2021,

Competition Categories are:
- Short films for children.
- Television or web series for children.
- Feature films for children and adolescents.
- “Young Filmmakers” (short films made by children or young people).

D) Best feature film for adolescents
E) Best Chilean “Young Filmmakers”

1. GENERAL TERMS FOR SUBMITTING FILMS

A) The submitting of films is free and is open from Tuesday, January 15th, 2022, at 00:01 (GMT-3) to Friday, April 29th, 2022, at 23:59 (GMT-3) by completing the online registration form available at www.ojodepescado.cl.

B) The registration form requires a viewing link of the film. The allowed links are from
Vimeo (with password), Dropbox, YouTube or any other web platform that allows the online viewing of the movie.

C) The applicant can submit any number of films he or she wishes to apply, by completing
one form for each.

D) Registrations through FESTHOME.COM are allowed, by following their instructions and
fees.

E) All submitted films must come in their original version in Spanish, or dubbed or subtitled
in Spanish. Exceptionally, feature films can apply with original versions in any language, as long as they have English subtitles (if the film is finally selected, Ojo de Pescado will subtitle the film).

F) Films selected in past editions of the Festival are not allowed to participate in the 2022 competition. In the case of television or web series, selected or winning series in previous
versions of the Festival can participate, but only if they apply with a new season.

G) Films that the pre-selection jury considers violate the Convention on the Rights of the Child will not be selected.

H) The organization of the Festival reserves the right to take the decisions it deems appropriate for those cases not covered by these competition rules.


2. EXHIBITION RIGHTS

A) The applicant, when registering the film in competition, ensures to have all the
intellectual property rights of the film registered. The festival is not responsible for legal actions taken by third parts.

B) The applicant whose film is part of the Official Selection of the 11th Ojo de Pescado Film Festival, in any of its categories, gives free the exhibition rights of his works only for the dates in which the 11th Festival will take place, previously identified in these competition rules.

C) All of the 11th Festival exhibitions will be online in all of its categories, with the exception of the feature films, which will be screened only in person, as long as the health situation allows it.

D) The winners of the 11th Ojo de Pescado Film Festival, additionally, agree to give permission of the film, free of charge, for only one online and/or in person screening of the film, after the end date of the festival, without exceeding the month of September 2022.

E) All the Festival exhibitions are free.






3. SUBMISSION CATEGORIES

A) PROFESSIONAL COMPETITION OF SHORT FILMS FOR CHILDREN

Professionally made films from Chile or any other part of the world, with runtime equal or less than 30 minutes, fiction or animation, spoken in Spanish or dubbed into Spanish, or without dialogues, and completed until January 1st, 2020.
The target audience must be between 3 and 12 years old.

B) PROFESSIONAL COMPETITION OF TELEVISION OR WEB SERIES FOR CHILDREN

Serialized content developed for television or any web platform, professionally made, from
Chile or any other part of the world, with runtime equal or less than 20 minutes, fiction or
animation or non-fiction, spoken in Spanish, or dubbed into Spanish, or without dialogues,
and completed until January 1st, 2020.
The target audience must be between 3 and 12 years old.
Registration must be for one episode only.

C) PROFESSIONAL COMPETITION OF FEATURE FILMS

• FEATURE FILM FOR CHILDREN
Professionally made films from Chile or any other part of the world, with runtime equal or greater than 60 minutes, fiction or animation, spoken in Spanish, or dubbed into Spanish or subtitled in Spanish or without dialogues, completed as of January 1st, 2019.
Exceptionally, feature films can apply with original versions in any language, as long as they have English subtitles.
The target audience must be from 3 to 11 years old.

• FEATURE FILM FOR ADOLESCENTS
Professionally made films from Chile or any other part of the world, with runtime equal or greater than 60 minutes, fiction or animation, spoken in Spanish, or dubbed into Spanish or subtitled in Spanish or without dialogues, completed as of January 1st, 2019.
Exceptionally, feature films can apply with original versions in any language, as long as they have English subtitles.
The target audience must be between 12 to 18 years old.

D) “YOUNG FILMMAKERS” SHORT FILMS COMPETITION
Films made by children and young people from Chile or Latin America, up to 18 years old and attending primary or secondary education at the time of completion of the work. Excluded from this category are applicants of higher education such as University or Professional Institutes, even if the applicant is 18 years old.

The short films must have a runtime of less than or equal to 30 minutes, fiction, animation or documentary, spoken in Spanish, subtitled in Spanish or without dialogue, and completed as of January, 2020.

People over 18 years old can participate as actors or characters of the film, or as teachers, monitors or process guides, but the technical team (director, cameraman, sound engineer, editor, producer or other) must be children or young people, as described in the category.


4. SELECTION CRITERIA

From a thematic point of view, films promoting coexistence, respect, environmental care,
local cultures, inclusion, acceptance of differences, identity, participation and opinion of
children, among others related to the pillars of education according to UNESCO and the
Universal Declaration of Human Rights and the Convention on the Rights of the Child will be
privilege.

From a narrative and audiovisual treatment point of view, films that consider children as a
participative and opining audience, that promote their integral development as people and
that propose innovations in the way of bringing audiovisual content to children as
increasingly diverse and active audiences will be privileged.


5. SELECTION PROCESS

A) The films registered for competition will be submitted to a pre-selection process carried out by the Festival’s programming and curator team.

B) The Official Selection for the 11th Ojo de Pescado Film Festival will be announced during June 2022 at www.ojodepescado.cl, and through e-mail to all selected applicants.

C) Films selected for the 2022 Official Selection allow the Festival to use fragments of the contents previously sent for promotional use in press (audiovisual and web).

D) The Festival doesn’t pay for exhibition fees of the films part of the 2022 Official
Selection.

E) The deadline to send the exhibition copy will be July 22th, 2022, for all competing
categories. The exhibition copies that don’t arrive within the deadline will be automatically disqualified.

F) Exhibition copies must be digital files, and follow one of the following technical options:

- MP4 / H264 a 15.000 kbps; minimum resolution: 1920 x 1080 pxls; AAC audio 48KHZ 16 bit.
- Prores 422 or ProRes 422HQ, minimum resolution: 1920 x 1080 pxls.

- The files must be sent through any file download platform (WeTransfer, Google Drive, Mega, Vimeo or other) and sent to the e-mail programacion@ojodepescado.cl and post@ojodepescado.cl

- In case of having Spanish subtitles, these must be embedded (on screen) or in .srt files. If it is another type of subtitle file, please indicate it.


G) Along with sending the exhibition copy, the competitor must also send 3 stills from the film in .tiff format at 300dpi resolution, and if it exists, a digital poster for the film. These must be sent to programacion@ojodepescado.cl and post@ojodepescado.cl

H) In case that the global and national health situation allows for in person activities and to have international and national guests, the Festival will collaborate with the process of travel arrangements of the participants and will make accommodation and food available to them.

L) The 11th Ojo de Pescado Film Festival won’t be responsible for the stay and participation of minors who are not properly accompanied by their guardian, tutor, representative or legal representative.

M) The organization reserves the right to declare void any competing category that does
not meet a reasonable minimum number of participants.
