Founded in 2010, China International New Media Short Film Festival (hereinafter referred to as “CSFF”) is the only nationally-recognized international short film festival in China, which is hosted by National Radio and Television Administration and Shenzhen Municipal People’s Government, and organized by Guangming District People’s Government of Shenzhen Municipality and Shenzhen Media Group. The mission and objectives of CSFF are to encourage the creation of outstanding new media short films across the globe, to seek and support young film and television talents, to incubate high-quality film and television creative projects, to promote the integrated development of Film & Television Industry and New Media Industry, and to enhance cultural communication, exchange, and cooperation internationally.

The 11th CSFF will be held from 7 December to 13 December 2020 in Shenzhen. Major events of the CSFF include Opening Ceremony, KingBonn Awards Selection, International Short Film Screenings, Short Film Market, College Day and Open Forum.

During the CSFF, The KingBonn Awards (Short Film Director Supporting Program) is an important competition of CSFF which aims to discover talents and support the creation of young directors. Drama, animation and documentary short films will be selected. Shortlisted directors of the program will have an opportunity to raise supporting funds from the CSFF Organizing Committee for their next film project, to sign collaborative contracts in the CSFF Short Film Market, and to gain access to other international resources.

Regulations on Application for the 11th China International New Media Short Film Festival KingBonn Awards

Chapter I General Principles

Article 1 This Regulations is applicable to the organizations and individuals who apply for the KingBonn Awards (Short Film Director Supporting Program) of the 11th China International New Media Short Film Festival (hereinafter referred to as “CSFF”).

Article 2 The CSFF is approved by Publicity Department of the Communist Party of China, sponsored by National Radio and Television Administration and Shenzhen Municipal People’s Government, and organized by Culture, Radio, Film, Tourism & Sports Administration of Shenzhen Municipality, Guangming District People’s Government of Shenzhen Municipality and Shenzhen Media Group. It is the only nationally-recognized and international short film festival in China.
Article 3 The 11th CSFF will be held in Shenzhen from December 7th to December 13th, 2020.

Article 4 The KingBonn Awards (Short Film Director Supporting Program) is an important competition of the CSFF, which aims to encourage the creation of excellent new media short films across the globe, discover and support film-making talents, incubate high-quality innovated film and television projects, build an international platform for professional communication and promote the development of new media short film culture.

Article 5 The 11th CSFF KingBonn Awards (Short Film Director Supporting Program) sets up three competition units, including the Main Competition Unit, the Global Anti-pandemic Themed Short Film Creation, and the Selection of Original Music in Short Films. The award-winning directors of the program will obtain supporting funds for the creation of their next works, have priority opportunities to sign collaborative contracts in the CSFF Short Film Market and gain access to other international resources.

Article 6 Sea election, sub-item selection and final evaluation are adopted to select the finalists and award-winning works. The Organizing Committee invites experts, scholars, film critics, directors, screenwriters, actors and other professionals in film & new media industry to form the Jury to review the short films and select the winner of each award.

Article 7 The articles in this Regulation applies to the Main Competition Unit, the Global Anti-pandemic Themed Short Film Creation, and the Selection of Original Music in Short Films.
Article 8 The application for the 11th CSFF KingBonn Awards (Short Film Director Supporting Program) starts on September 25th, 2020 and the deadline is October 30th, 2020 (date and time mentioned in this Regulations shall be subject to the Beijing time zone).

Chapter II About the Awards

Article 9 Main Competition Unit
The Main Competition Unit of the 11th CSFF KingBonn Awards (Short Film Director Supporting Program) sets 4 awards in total. The Organizing Committee is responsible for organizing the application and selection.

Article 10 the Global Anti-pandemic Themed Short Film Creation Unit
The Global Anti-pandemic Themed Short Film Creation sets 5 awards in total. The Organizing Committee is responsible for organizing the application and selection.

Article 11 the Selection of Original Music in Short Films Unit
The Selection of Original Music in Short Films sets 4 awards in total. The Organizing Committee is responsible for organizing the application and selection.

Article 12 CSFF Mountain Film Unit
CSFF Mountain Film Unit is a special unit cooperated with Kaisa Culture Sports & Technology Group. The unit sets 1 award in total. The CSFF Mountain Film Unit Committee is responsible for organizing the application and selection.

Article 13 Requirements for Entries
1.Duration: Technically, the maximum duration of the short film should be 20 minutes, and the maximum duration of the short video should be 5 minutes;
2.Subtitles: English subtitles are needed for dialogue, voice-over and narration;
3.Date of Completion: after Jan 1st, 2020;
4.Content Requirements:
① The entry must not have content (including text, dialogue, monologue, scene, background) that contravenes the laws and regulations of the People’s Republic of China;
② The entry must not have content that is related to ethnic, religious or racial discrimination;
③ The entry must not have pornographic or violence-related content;
④ The entry must not infringe the copyright of others;
⑤ Short films with positive themes, high in intellectual and artistic value and created by advanced film shooting techniques are preferred;
⑥ Creative thinking in cinematography is applauded.

Chapter III Application and Submission

Article 14 Registration Time
The application for the 11th CSFF KingBonn Awards (Short Film Director Supporting Program) starts on September 25th, 2020, and the deadline is at 24:00 October 30th, 2020. (date and time mentioned in this Regulations shall be subject to the Beijing time zone).

Article 15 Call for Entries
Applicants shall log on to the official website of the CSFF: www.csff.com.cn, download and fill in the application form and submit through official email: cs@csff.com.cn.

Article 16 Submitting the Entry and Related Materials
Applicants are required to submit materials including the entry, e-copy and the hard copy of the application form with signature, poster, still, photos of the director or the crew etc. Requirements for the entry and materials submitted are as follows:

1.Please submit HD format video: the resolution of the entry submitted should be HD 1080P (1920*1080) and above, H264 video coding is preferred;
2.A poster of the entry with a width-length ratio of 9:16, and two photos of the director and the casting/crew taken recently. The files should be of high precision JPG format and the storage value should be 2M or above;
3.Soundtrack File: For the soundtrack file of the Selection of Original Music in Short Films, a separate soundtrack used in the short film/video should be submitted. MP3 or WAV format is preferred.

Article 17 Methods of Submission
1.Online Submission (Recommended)
Applicants shall log on to the following websites to submit the short film and other materials online.

2) Festhome: https://filmmakers.festhome.com/

2.Submission by E-mail
Applicants can submit the entry and related materials by e-mail. Applicants need to log on to the official website of the CSFF (https://csff.com.cn/) and download the application form of < KingBonn Awards (Short Film Director Supporting Program) of the 11th CSFF >. Applicants can send the entry, data files and signed and a scanned copy of the application form with signature to our official mailbox as attached files or send the link of the aforementioned materials to our official mailbox: cs@csff.com.cn.
The subject of the e-mail should include the following information:
name of the awards applied+ title of the short film + type of the short film + contact person + cell phone number

Article 18 Confirmation from the Organizing Committee
Applicants should submit the entry and materials to the Organizing Committee before 12:00 pm of October 30th, 2020 (date and time mentioned in this Regulations shall be subject to the Beijing time zone).

Chapter IV Selection

Article 19 The 11th CSFF KingBonn Awards (Short Film Director Supporting Program) Selection includes three stages, including the sea election, sub-item selection and final evaluation. The Selection Committee will first review the qualifications of the entries during the period of sea election and select the shortlisted entries for sub-item selection as well as the shortlisted short films for the 11th CSFF International Short Film Screening. The Sub-item Selection Committee will select the final shortlisted entries for each award, and the International Selection Committee will select the winner of each award.
Article 20 The judges of the Selection Committee, the Sub-item Selection Committee and the International Selection Committee are composed of experts, scholars, film critics, directors, screenwriters, actors and other professionals in film & new media industry. The judges should perform the duties in accordance with the selection rules formulated by the Organizing Committee.
Article 21 Time Arrangement
Sea election: September 30th to November 1st, 2020
Sub-item selection: November 2nd to November 8th, 2020
Final evaluation: December 1st to December 12th, 2020

Chapter V Short Film Screening

Article 22 Official Screening
The International Short Film Screening will be held from December 7th to 13th, 2020 in cinemas and colleges in Shenzhen. The screening units include: shortlisted shorts for the 11th CSFF KingBonn Awards unit, the Global Anti-pandemic Themed Short Film Creation unit, CSFF Mountain Film unit, Children Shorts unit, and the international cooperation screening unit. Under the safety prevention of COVID-19 premise, the organizing committee of the CSFF will invite the directors of shortlisted shorts to participate in the activities during the opening period of the 11th CSFF from December 7nd to December 13th, 2020 in Shenzhen.
Article 23 The CSFF Online Screening
Applicants applying for the KingBonn Awards (Short Film Director Supporting Program), unless otherwise stated, will be deemed to give the consent of screening his/her works on the CSFF official online screening platform: https://csff.cutv.com. The short films will be recommended to copyright purchasing agencies and the Organizing Committee will facilitate the copyright cooperation or team project cooperation on the platform. The Organizing Committee shall provide necessary protection for the copyrights of the short films as well as the rights of the directors.

Chapter VI Shortlist for the Competition Units and the International Short Film Screening

Article 24 The number of short films shortlisted each unit in the 11th KingBonn Awards (Short Film Director Supporting Program) is 4.
Article 25 The total duration of short films shortlisted for the 11th CSFF KingBonn Awards unit, the Global Anti-pandemic Themed Short Film Creation unit, CSFF Mountain Film unit, Children Shorts unit, and the international cooperation screening unit is 90 to 120 minutes.
Article 26 Under the safety prevention of COVID-19 premise, directors of the finalists of the 11th CSFF KingBonn Awards will be invited to participate in the activities of the 11th CSFF during the Opening Ceremony in Shenzhen. The Organizing Committee will cover the accommodation fees and the round-trip transportation fees for one director of each entry. In the case of co-directing, the Organizing Committee will cover the cost for only one person.
Article 27 The invitation cannot be transferred to a third party.

Chapter VII Awards

Article 28 The winners of each award of the 11th CSFF KingBonn Awards will be selected by the International Selection Committee. The list of the finalists and the award-winning works of the 11th CSFF KingBonn Awards are subject to the announcement by the Organizing Committee of the 11th CSFF. The list of the finalists and award-winning works will be published on the CSFF official website and CSFF official screening platform.

Article 29 Winners of the 11th CSFF KingBonn Awards will obtain supporting funds for the creation of their next works, trophies and certificates issued by the CSFF Organizing Committee, opportunities to have priority in signing contracts of projects in the CSFF Short Film Market and other resources.
Article 30 Supporting funds of the 11th CSFF KingBonn Awards will be paid by the Organizing Committee. The award-winning director shall sign an agreement with the Organizing Committee to ensure that the supporting fund is used for the creation of the next work.
Article 31 In the case of co-directing, the certificate and trophy will be awarded to each director, while the amount of the supporting fund remains unchanged.

Chapter VIII Copyrights and Responsibilities

Article 32 Applicants applying for the KingBonn Awards (Short Film Director Supporting Program) are deemed to give his/her consent to the Organizing Committee of the CSFF to publish the synopsis, the still of the short film and photos of production team on the official website of the 11th CSSF: www.csff.com.cn, CSFF official screening platform: https://csff.cutv.com, CSFF official APP, newspapers, television, internet, mobile phones and other media, and to print the aforementioned items for publicity and publication. Relevant information of the short film is subject to the Application Form of the 11th China International New Media Short Film Festival KingBonn Awards (Short Film Director Supporting Program) signed by the applicant. Once published, relevant information of the short film cannot be changed.
Article 33 Applicants applying for the KingBonn Awards (Short Film Director Supporting Program) are deemed to have agreed to authorize the Organizing Committee of the CSFF to edit his/her short film for current or future publicity in cinemas, television channels, internet, mobile TV, public exhibitions and screening, news reports or promotional videos. The authorization expires after two year by default. Unless otherwise stated, the authorization automatically extends for another year.
Article 34 Shortlisted entries for the 11th CSFF KingBonn Awards (Short Film Director Supporting Program) must be directed or co-directed by the applicant himself/herself. Co-directors can jointly apply for the competition or give the consent to the applicant to act as copyright agent. Applicant should confirm to have full copyright of his/her short film and guarantee that the music and the script of the short film are copyrighted. The Organizing Committee assumes no legal liability arising from copyright issues, which shall be borne by the applicant. The Organizing Committee reserves the right to disqualify the applicant and withdraw the supporting fund, trophy and certificate in the case of disputes over copyright of the shortlisted entry.

Article 35 Applicants applying for the 11th KingBonn Awards (Short Film Director Supporting Program) are deemed to accept the terms of this Regulations. Producers, distributors and relevant organizations should assume the responsibility to ensure the legitimacy and authenticity of submitted short films and materials. In the case of submitted materials failing in line with truth after review and check-up, the Organizing Committee shall have the right to disqualify the applicant and withdraw the supporting fund, the trophy and the certificate.

Article 36 In the case of an approved application, the applicant is deemed to agree with all terms in this Regulations. For shortlisted entries under review of the CSFF, an application cancellation will not be approved.

Article 37 The Organizing Committee of the CSFF will not pay for the mailing and insurance costs of the short film and related materials, and shall not be liable for the loss or damage of the short film in the mailing process or for any data loss or damage caused by force majeure. Mailed DVDs, flash disks and other related materials will not be returned, and applicants are required to keep their own backups.

Chapter IX Others

Article 38 In case of litigation regarding an application, the disputes shall be submitted to the People’s Court in Shenzhen, China.

Article 39 The Organizing Committee of the CSFF shall have the right to revise this Regulations, including the rules, terms and other relevant provisions of this Regulations.

Article 40 The 11th CSFF Organizing Committee reserves the right of final interpretation of this Regulation.
