Cinema allows us to meet. The cinema makes it possible to travel kilometers in seconds, and move in time regardless of the time. Get to know other cultures, feel close despite the distances.

For 18 years, the Lapacho Latin American Short Film Festival has strengthened its roots with the exhibition of regional, national and international short films, sharing experiences and promoting meetings between filmmakers from the province of Chaco to the country and the world.

The 2022 edition will take place in mixed mode: in person and virtually simultaneously. In addition to the functions in the theater respecting the care and prevention measures, and for the third consecutive year, the Festival will take place virtually through the page www.cine.chaco.gob.ar, where the complete grid, talks, workshops will be available. and master classes.

As always we will try to promote the meeting between performers, their projects and perspectives towards the future. The actors and actresses, the producers, the technicians, and also the other arts integrated in various forms will have their space in this festival of cinema. And of course, the prominent place will always be for the public that joins us from their seats and from the comfort of their homes.

Article 7 – PRIZES
A) The winning Short Film of the Official Selection in Competition will obtain a statuette awarded by the Institute of Culture of Chaco.
B) If the winning short film of the Official Selection in Competition is Argentine, it will also receive the sum of $100,000 (one hundred thousand pesos) to be awarded to the director or product of the short film as long as it has a bank account compatible with the ICCh and complimenet in presenting the documentation required by the administration address.
C) The winner of the University section will obtain a prize for the exhibition rights granted by CINE. AR, to be agreed with said platform, to broadcast it on its exhibition channels.
D) The winner of the Regional section will obtain a statuette and a prize of $100,000 (one hundred thousand pesos) to be awarded to the director or product of the short film as long as they have a bank account compatible with the ICCh and fill in the present the documentation required by the administration address.
E) The winning Short Films of Lapacho will be immediately selected to be part of the programming of the regional festivals with which the Lapacho Festival has reciprocity agreements.
F) By accepting these terms and conditions, the winners of any of the prizes mentioned in points 7A, 7B, 7C, 7D, 7E agree to provide the material required by the prize givers, and to include the logos in their titles. from DECAAD and the Institute of Culture of Chaco, from the Lapacho Film Festival. AR and/or the agreed festivals if they so require. The payment of the prizes will be subject to budgetary availability of the Institute of Culture of Chaco.

Article 8 - PROMOTION OF THE FESTIVAL
By participating in this Festival, the participants accept that the work be disseminated within the framework of non-commercial operations to promote the Festival in film schools, through the INCAA Mobile Cinema, through official social networks of the Cultural Institute of the Chaco, DECAAD, Cine del Guido, and others; press, radio, graphic, television media such as Chaco TV, October TV and/or other festivals that collaborate or articulate with ours, and any other means that the Festival considers appropriate, without requesting prior authorization. Any type of dissemination of the work will be done solely for promotional purposes of the Festival without exploitation or commercial purpose.
Article 9 - RESTRICTIONS
In no case may the employees of the Institute of Culture of Chaco or DECAAD, nor their direct relatives, regardless of their contracting modality, participate in the competitive sections of the Festival.
They will be able to participate in non-competitive samples and other special sections of the Festival that do not involve prizes of any kind.

Article 10- OF THE JURY
The jury that selected the works will be made up of three or more actors from the audiovisual industry in Argentina or Latin America who have a proven track record and experiences in the film field.
The organization of the Festival will seek that the jury complies with gender parity and/or sexual orientation, being a diverse, inclusive and federal jury.
The organization of the Festival reserves the selection of this jury without the participants being able to object, question or initiate any legal or public action to the detriment of that election.

BASES AND CONDITIONS LAPACHO FESTIVAL 2022

Article 1 - PURPOSE OF THE FESTIVAL
The Festival, organized by the Institute of Culture of Chaco (Argentina) through the Department of Cinema, Audiovisual and Digital Arts (DECAAD), aims to encourage and support, in all its expressions, Argentine and Latin American audiovisual works in their production. and display. This Festival has the support of the Institute of Cinema and Audiovisual Arts (INCAA).

Article 2 - PARTICIPANTS
To participate in the Festival in OFFICIAL SELECTION IN COMPETITION you must be a director or producer residing in any Latin American country.
For the UNIVERSITY section, you must be a resident of one of the provinces of Argentina and a regular student of audiovisual or digital media careers.

Article 3 - CHARACTERISTICS OF THE WORKS

A - SELECTION: Short films made in the form of fiction, documentary, experimental or animation will be selected. The works presented must have been made after July 1, 2020.

B - DURATION: The maximum duration will be twenty-six minutes (26 minutes), including titles and other credits.

C - FORMAT: The short films may be filmed in any format, but the copy presented for the festival must be in: 1920x1080 MP4 H264 with stereo sound or higher quality.
D - LANGUAGE: In case of presenting a work in a language other than Spanish, it must have subtitles in Spanish. The jury will especially value the works that have descriptive subtitles and descriptive audio for people with disabilities.

E-ADDITIONAL MATERIAL: The works that are selected must send a synopsis of the film no longer than 300 characters; two frames in high quality in horizontal rectangular format; Photo of the director with a biography of the director of up to 300 characters.

F - LEGAL RIGHTS: In all cases, the participants are responsible for the rights of third parties of the works presented, as well as any claim for image rights.

G- It is an essential condition for the participation of the Festival that the rights of intellectual property and of public exhibition of the presented work are owned by the participant. In this way, the participant declares and guarantees that he/she has all the rights and authority to participate in the Festival and that there are no legal, contractual, or any other limitations that could restrict and/or interfere and/or prevent the broader and free exercise by the organizers of those rights that may derive directly and/or indirectly from the provisions of these regulations, particularly in relation to the power to publicly display the work presented.
Likewise, the participant declares and guarantees that all the music included in his short film has the authorization of the authors of the corresponding musical works. The Participant agrees to keep the organizers harmless against any claim and/or judicial or extrajudicial action that for any reason is made and/or directed and/or prosecuted against the organizers by any third party alleging directly or indirectly that the rights over the work, its title, the books, the format, the musical band and/or any other integral element of the work violate and/or infringe and/or affect and/or limit and/or in any other way injure a commercial name and/or or a brand and/or a "copyright" and/or an intellectual or industrial property right of a third party.
The works presented that do not meet all the requirements stipulated in these Regulations will be excluded without prior notice, and without this implying any right to claim on the part of the participants.

Article 4 - RECEPTION OF WORKS
The reception of the works will close on July 20, 2022 at 00:00 without exception. The submission will be exclusively by digital means through this form or the FEST HOME platform, which implies full knowledge and acceptance of the Bases and Conditions of the Festival.

Article 5 - ONLINE VIEWING AND ACCESS OF AUDIOVISUAL WORKS
This year the Festival will take place in a mixed way: in person and simultaneously virtually through the platform www.cine.chaco.gob.ar. If sanitary conditions prevent face-to-face functions from being carried out, the Festival reserves the right to proceed entirely online (virtually) without this giving rise to any claim and/or judicial or extrajudicial action that may be carried out for any reason and/or or directed and/or prosecuted against the organizers by the participants, directors, producers or third parties.

The Festival's streaming platform is called www.cine.chaco.gob.ar, there you can view all the audiovisual pieces selected for the Festival in any of its sections for free and without any commercial purpose.

The public will be able to view the films by entering the Festival's official page, where they will find the links that direct them to their reproduction. These links must be enabled by the producers / distributors / owners of the works for at least 15 (fifteen days) from the inauguration or opening act of the Lapacho Festival, on September 21, 2022. The links of the films must be available for viewing from the completion of this form, and must be able to be downloaded to be uploaded on our platform at least 7 (seven) days before the opening of the Festival. Once the 15 days are over, the works will be automatically removed from the platform by the organizers.

Participants who have it may request in writing through a note signed by the owners of the work, to remain on the platform www.cine.chaco.gob.ar, as part of the 18th edition of the Festival. Said note must be sent to the email chacofestivalescine@gmail.com

Article 6 - EXHIBITION COMMITMENT. OF THE OBLIGATIONS OF THE FESTIVAL
Exhibition guidelines to safeguard the patrimonial right of audiovisual works:
1)- That the audiovisual works will be exhibited through the web platform of DECAAD and the Institute of Culture of Chaco and/or those that were created for this purpose of the Festival, free of charge and under no commercial distribution purpose.
2) By registering for the festival, the author of the work assigns the exhibition rights free of charge during the event and whose work becomes part of the official catalog of the 18th Lapacho Latin American Short Film Festival, remaining as intangible heritage of its edition so that be disseminated and exhibited as many times as required without commercial purposes.
2) - That the audiovisual works that so require: may not be exhibited outside the Argentine national territory, thanks to the “geo-blocking” web restriction system.
3)- That audiovisual works may not be downloaded by the public.
4)- That the audiovisual works will be exhibited during the 15 (fifteen) days scheduled from the beginning of the Festival and will remain open to the public for viewing only during that period, with the exception of works that state otherwise and expressly wish to remain online. .
5) That all the works will be saved by the organization of the Festival as "18th edition of the Latin American Short Film Festival Lapacho" will be part of its catalog and may be exhibited in sub-venues or special functions that the festival schedules with other institutions, organizations or municipalities through agreements, non-profit.
6) In all exhibitions outside the aforementioned dates of the 2022 edition, the Festival undertakes to include the legend “Official Selection 18th Lapacho Latin American Short Film Festival and exhibit them non-profit and only once.
7)- That invited feature films or special screenings will only be online for 24 hours and will be screened only once.
* In the event that the distributors do not allow their viewing during the period proposed by the Festival, they must inform us of their conditions.
