Each film can have a maximum 30 minutes in length for Fiction and Documentary (including intro and other credits); and a maximum of 15 minutes in length for Animation (including intro and other credits).

All films submitted must either be in English or have English subtitles (either hardcoded or separate srt file.)

The competition is open to films completed between January 1st, 2017 and June 16th 2018. Films that were shortlisted in previous editions of the FESTIVAL will not be admitted.

Sound & Image Challenge International Festival (“FESTIVAL”) - VOLUME is a music-video (“MV”) competition promoting Macau original music to worldwide filmmakers to compete in Macau.

There is no application fee but each author can only submit a maximum of three films.

The SOUND&IMAGE CHALLENGE FESTIVAL 2018 is an event dedicated to the promotion of audiovisual production in Macau. It includes two different competitions - SHORTS and VOLUME - and several cultural activities, such as workshops, conferences and film screenings in Macau.

Competitions

SHORTS will award the best audiovisual productions in the categories of Fiction, Documentary, and Animation worldwide, motivating local producers and encouraging overseas productions to COMPETE in Macau.

VOLUME is a music video competition with a twist! Filmmakers will have to produce a music video for a song authored by a Macau Local Band (songs available on Festival's website).

All awards are in MOP (Macau Currency)

1 INTRODUCTION
1.1 Sound & Image Challenge International Festival (“FESTIVAL”) - SHORTS awards the best short films in the categories of FICTION, DOCUMENTARY, and ANIMATION worldwide, motivating local productions and encouraging overseas productions to COMPETE in Macau. It is aimed at professionals in the field of audio-visual as well as novice entering the industry.

2 IMPORTANT DATES AND VENUE
2.1 The submission period is from 16th March to 16th June 2018. Unless an extension is announced by the Organiser, no entries will be accepted after this date.
2.2 All shortlist will be voted for “Audience Choice” award and screened to the public in Dom Pedro V Theater from 4th to 9th December 2018 during the FESTIVAL.

3 ENTRY TERMS
3.1 SHORTS is open to anyone of any nationality and age.
3.2 The competition is open to films completed between January 1st, 2017 and June 16th 2018. Films that were shortlisted in previous editions of the FESTIVAL will not be admitted.
3.3 Each film submitted implies the filling and signing of one SHORTS submission form which can be downloaded from the FESTIVAL’s website (except those submitted through online platforms).
3.4 Competitors incorporating into their own film any audio or visual material legally owned or copyrighted by a third party has to, upon request by the organizer, attach an authorization letter from the third party.
3.5 Third party material, copyrighted or not, must be cited during the on-screen credits sequence of the submitted film.
3.6 No entry fees.
3.7 Entering a film into this FESTIVAL implies the acceptance of these regulations.

4 SUBMISSIONS
4.1 The Organiser only accepts films in the following categories: FICTION, DOCUMENTARY, and ANIMATION.
4.2 The films must be submitted by either their Director or Producer, or by a representative nominated by the Director or Producer.
4.3 SHORTS only accept ONE film by the same director(s). If two or more films were received, only one will be accepted. With exceptions for local directors.
4.4 Each film can have, including intro and credits, a maximum of 30 minutes in length for Fiction and Documentary and 15 minutes for Animation.
4.5 All films submitted must either be in English or have English subtitles (either hardcoded or separate srt file.)
4.6 For pre-selection purposes, competitors should submit their films with the following minimum quality optimized for streaming:
• Video File: QuickTime or mp4
• Resolution: 1280 x 720
• Frame Rate: 24, 25 or 30fps
• Codecs: H.264 with AAC
4.7 The following items must be included:

1) Categories, 2) Film title, 3) duration, 4) synopsis (max 40 words), 5) credit, 6) director’s biography (max 40 words)

• SHORTS submission form properly filled in capital letters and signed (PDF format);
• Synopsis (max 40 words – PDF format);
• Credits (PDF format);
• . Director’s Biography 40max words (PDF format);
4.8 Downloadable video files and other submission items must be sent by using one of the following methods:
• By e-mail to sic@creativemacau.org.mo in combination with a web-based file transfer platform (eg. ©Dropbox, ©WeTransfer) and/or file hosting service (e.g. ©Vimeo), protected by a password (preferred) – ©YouTube NOT preferred.
• By using one of the films Online submission platforms listed on the FESTIVAL’s website.
• By post to CREATIVE MACAU - P.O. BOX 759, MACAU. Parcels must arrive at the mail box by 16th June 2018.
4.9 Submitted films should correspond to the SYNOPSIS and SHORTS SUBMISSION FORM.
4.10 Failure to comply or provide any of the above requirements and documents may result in disqualification and the possible refusal of entry to the competition.

5 OFFICIAL SELECTION
5.1 The Organiser will ONLY notify the shortlist by 10th August 2018.
5.2 Directors / Producers / Representatives of the shortlisted films must submit, within 2 weeks after being notified an English subtitle .srt file and a HQ version of the video in the following format:
• Video File: QuickTime or mp4
• Resolution: 1920 × 1080
• Frame Rate: 24 fps
• Codecs: H.264 with AAC
Note: If competitors submit files with other technical specifications, approval should be obtained from the Organiser.
5.3 Competitors that fail to submit the final version by the designated deadline will be automatically excluded from the competition.
5.4 The shortlisted films, with a valid final version submitted in accordance with paragraph 5.2 of the Regulation, will be publicly screened as part of the cultural program of the FESTIVAL during 4 - 9 December 2018.
5.5 Submitted films not in the shortlist might be included in the program of the Festival as a “Special Session”. The Organisation will not pay any screening rights fees for public exhibition, including the “Special Session”.

6 JURY AND AWARDS
6.1 The juries are responsible for the selection process.
6.2 The shortlisted films, resulting from the pre-selection of FICTION, DOCUMENTARY, ANIMATION and, as well as other shortlisted films qualified for “Best Local Entry” and “Macau Cultural Identity”, will be sent to the Grand Jury.
6.3 The Grand Jury Panel is composed of international experts to judge and decide on the winner of each of the following categories:
• Fiction – MOP10,000
• Documentary – MOP10,000
• Animation – MOP10,000
6.4 The Grand Jury will also vote for the following prizes:
• Best Film of the FESTIVAL – MOP20,000
• Best Local Entry – MOP10,000
• Macau Cultural Identity – MOP10,000
6.5 Winner of the “Best Local Entry” MUST hold a valid Macau Resident ID Card (BIR – permanent or temporary) or Macau Working Permit (“Blue Card”).
6.6 If there is no winner for "Best Local Entry", the sponsor will revert the prize value towards audio-visual trainings organised by CREATIVE MACAU for the local competitors of the FESTIVAL.
6.7 The audience will vote for the:
• Audience Choice – MOP4,000
during the public screenings at the FESTIVAL.
6.8 A Jury will also nominate the winner of the following:
• Best Director
• Best Cinematography
• Best Editing
• Best Music
• Best Sound Design
• Best Visual Effects
6.9 All winners will receive a trophy and a certificate.
6.10 The Grand Jury and Organiser can also recognise any film with a special award.
6.11 There will be no appeal to the decision made by the Jury and the Organisation.

7 PROMOTION
7.1 All entries in the competition may be presented to the mass media and be edited in promotional videos (up to a maximum of 10% of the total duration of the work), exclusively for promotion of the FESTIVAL.
7.2 After the FESTIVAL, the awarded entries may be screened in the FESTIVAL’s extensions in Macau and overseas film festivals, prior to the consent of the director/producer.

8 GENERAL TERMS
8.1 The medium submitted for public screening will only be returned upon author’s request (HDDs, USBs, DVDs).
8.2 Only original films are admitted to selection. Considering all legal issues, each competitor assumes full responsibility for the works admitted in the competition. The Organiser will decline any sort of responsibility regarding authorship issues.
8.3 The Organiser reserves the right to consider and decide on any matter omitted in these Regulations.
8.4 Winners receiving cash prizes requesting for a bank transfer and/or a payment in a foreign currency (other than MOP), are fully responsible of any fees applied by the bank during transfer.
8.5 In case of doubt or discrepancy, the Portuguese version of this Regulation shall prevail.

VOLUME SECTION
********************************

1 INTRODUCTION
1.1 Sound & Image Challenge International Festival (“FESTIVAL”) - VOLUME is a music-video (“MV”) competition promoting Macau original music to worldwide filmmakers to compete in Macau.
1.2 Filmmakers worldwide participating this competition have to produce an MV based on one Macau original song.
1.3 The website of the FESTIVAL, provides access to a list of Macau original music in (“.wav”) format.
1.4 Other original songs produced by Macau individual/band, not listed on the FESTIVAL’s website, may also be used.
1.5 At least 1 member of the band must hold a valid Macau Resident ID Card (BIR – permanent or temporary) or Macau Working Permit (“Blue Card”) in order to be considered a Macau band.
1.6 The song in the MV should be used in its full length (without editing).
1.7 The entire sound track of the MV should only contain the song itself.

3 ENTRY TERMS
3.1 Only original productions are admitted for VOLUME.
3.2 VOLUME is open to anyone of any nationality and age.
3.3 The songs provided by the FESTIVAL on the FESTIVAL’s website are for the sole purpose of MV productions for entering VOLUME only.
3.4 Individuals/bands whose songs are listed on the FESTIVAL’s website gave consent for the songs to be used exclusively in the production of MVs submitted to VOLUME only.
3.5 Using the songs for any other purposes requires the authorisation from the individuals/bands, and is out of the scope of the FESTIVAL.
3.6 By participating in VOLUME, both the individuals/bands and contestants have agreed the exhibition of their works in the scope of the FESTIVAL only.
3.7 The MV should have the same run time as the song, with no more than 30 seconds allowed for intro and credits.
3.8 Each MV submitted implies the filling and signing of one submission form VOLUME (except those submitted through online platforms).
3.9 No entry fees.
3.10 Entering an MV into this FESTIVAL implies the acceptance of these regulations.

4 SUBMISSIONS
4.1 Each competitor can submit a maximum of 3 original MVs.
4.2 If the song used is not listed on the FESTIVAL’s website, the contestant has to prove that it was produced by a Macau individual/band, according to point 1.5 of this regulation.
4.3 The following items must be included for submission:

• Director’s Biography/CV (min. 20, max. 100 words – PDF format);
4.4 Downloadable video file and other submission items must be sent using one of the following methods:
• By e-mail to sic@creativemacau.org.mo in combination with a web-based file transfer platform (eg. ©Dropbox, ©WeTransfer) and/or file hosting service (e.g. ©Vimeo), protected by a password (preferred) – ©YouTube NOT preferred.
• By using one of the films online submission platforms listed on the FESTIVAL’s website.
• By post to CREATIVE MACAU - P.O. BOX 759, MACAU. Parcels must arrive at the mail box by 20th August 2018.
4.5 For pre-selection purposes, competitors should submit their MV(s) with the following minimum quality (better quality files are also welcome):
• Video File: Quicktime or mp4
• Resolution: 1280 x 720
• Frame Rate: 24, 25 or 30fps
• Video codec: H.264 with AAC
• Bit rate: 5,000 kbit/s (variable)
Note: If competitors prefer to use other technical specifications, approval should be obtained from the organising committee.
4.6 The MVs must be submitted by either their Director or Producer, or by a representative nominated by the Director or the Producer.
4.7 Failure to comply or provide any of the above requirements and documents may result in disqualification and the possible refusal of an entry to the competition.

5 PRE-SELECTION AND EXHIBITION
5.1 The jury panel is responsible for the selection process.
5.2 The Organiser will ONLY notify the shortlisted competitors by 10th August 2018.
5.3 Directors / Producers / Representatives of the shortlisted films must submit, within 2 weeks after being notified, a high quality version of the video in the following format:
• Video File: QuickTime
• Resolution: 1920×1080
• Frame Rate: 25 fps (PAL)
• Preferred Codec:Apple ProRes HQ.
Note: If competitors prefer to use other technical specifications, approval should be obtained from the Organiser.
5.4 Competitors that fail to submit the final version by the designated deadline will be automatically excluded from the competition.
5.5 The shortlisted MVs, with a valid final version submitted in accordance with paragraph 5.3 of the Regulation, will be publicly screened as part of the cultural program of the FESTIVAL during 5 - 10 December 2017.
5.6 Submitted MVs not shortlisted might be included in the program of the Festival as a “Special Session”.
5.7 The FESTIVAL will not pay any screening rights fees to the shortlist for public exhibition.

6 JURY AND AWARDS
6.1 The shortlisted MVs, resulting from the pre-selection, will be sent to the Grand Jury.
6.2 The Grand Jury is composed of professionals related with the media industry.
6.3 The Grand Just will vote for the following prize:
• Best in VOLUME – MOP10,000
6.4 The Jury will also nominate the winner of the following:
• Best song
• Best Visual Effects
6.5 All winners will receive a trophy and a certificate.
6.6 There will be no appeal to the decision of the Grand Jury.

7 PROMOTION
