• Audiovisual works in foreign languages must have the respective subtitles in Spanish; otherwise, they may not be taken into account for the selection.

Since 2013, the International Film Festival for Human Rights Colombia offers attendees an audiovisual, cultural and academic program that contributes to the formation of audiences, the strengthening of film and cultural industries, the creation of spaces for dialogue around life, reconciliation, the promotion and defense of human rights, and the construction of ideas for peace.

The Festival is the ideal setting for the film community of Colombia and the world that bets on audiovisual narration with a focus on human rights, which is why it becomes the main platform for the promotion, circulation, distribution and exhibition of audiovisual works whose demand is limited due to their non-commercial subject matter.
The Festival takes place simultaneously in the cities of Bogotá, Medellín, Cartagena, Barranquilla and Pereira and is organized by the Impulsos Foundation.

National Short Films: the winner in this category will be awarded the CINE POR LOS DERECHOS HUMANOS prize and will also be officially mentioned as winner in the National Short Films Category.

International Short Films: the winner in this category will be awarded the CINE POR LOS DERECHOS HUMANOS prize and will also be officially mentioned as winner in the International Short Films Category.

National Documentary Films: the winner in this category will be awarded the CINE POR LOS DERECHOS HUMANOS prize and will also be officially mentioned as national winner in the Documentary Category.

International Documentary Films: the winner in this category will be awarded the CINE POR LOS DERECHOS HUMANOS prize and will also be officially mentioned as international winner in the Documentary Category.

District Documentary Films (City of Bogota only): the winner in this category will be awarded the CINE POR LOS DERECHOS HUMANOS prize and will also be officially mentioned as district winner in the Documentary Category.

National and International Feature Films: the winner in this category will be awarded the CINE POR LOS DERECHOS HUMANOS prize and will also be officially mentioned as winner in the Feature Films Category.

Propagand on Human Rights: the winner in this category will be awarded the CINE POR LOS DERECHOS HUMANOS prize and will also be officially mentioned as winner in the festival's Propagand Category.

• Best Short Film Director and Best Producer will also be awarded.

INTERNATIONAL HUMAN RIGHTS FILM FESTIVAL COLOMBIA - REGULATION


1 OBJECTIVE

The main objective of the International Film Festival by the colombia human rights is to be a space of visibility, dialogue and reflection on work and the concern of the producers, directors, activists and the community in general, around the current context of conflict, struggle, and vindication of human rights in Colombia and around the world. In addition, the Festival intends to serve as platform for distribution and exhibition of works, of young people and experts, whose demand is short and limited rate of little commercial theme.


2 WHO CAN COMPETE?

Open the producers, directors and distributors in any country who are holders of the economic rights of author, intellectual rights and all other rights in the audiovisual work to compete.


2.1 OBLIGATIONS OF THE PARTICIPANTS

The participants declare that they are holders of the rights in the audiovisual work which involved (including each of images, sound and soundtrack), and that have obtained in writing all the authorizations or permissions so that it participates in the Festival. This means that they also have all the rights and the corresponding authorizations of third parties, whose work or part of it has been incorporated to the audiovisual work, as well as third-party whose image and/or voice appear in it, especially if it's children or people who are under supervision.

The Festival will consider the person or legal representative of the entity that signed online as only partner registration form to address issues related to the participation of the film at the Festival, assuming total responsibility for persons or companies involved in the production of the film.

The Festival will not be responsible for any claims arising out of failure to comply with the terms laid down in this regulation. As a result, participants release the Festival from all and any claims, suits, judgments and judicial measures taken against her by third parties, any reason that. Similarly, they undertake to guarantee, compensate and indemnify and hold the International Film Festival by the Bogotá human rights against all the fees and expenses related to legal proceedings and direct or indirect damages, as well as an eventual judgment against the Festival, or payments resulting from an agreement with the plaintiff.


3. DATE OF REGISTRATION

• Registration for the Festival closes on March, 20th 2019 at midnight.


4 REQUIREMENTS

To enter a film at the International Film Festival by the Bogotá human rights online registration form must be completed before the deadline. In any case, it is recommended to carefully read the general regulations of the Festival. Or you can also do so through the platform: Festhome.com

Conditions:

• Only may participate in the Festival audiovisual works made after January, 1st, 2018.

• Audiovisual works in foreign languages must have the respective subtitles in Spanish; otherwise, they may not be taken into account for the selection.

• In case of sending the audiovisual work in physical and by regular mail, you must complete the online registration form, print it and send it along with the audiovisual material a:

In this case only will be considered shipments whose apostille is within the deadline of the call. Shipping costs are paid by the participants.

Audiovisual works sent in this way shall be sent in Blu Ray format.

• Audiovisual works that do not meet the respective relevance to the topic of human rights will be disqualified automatically.

• Films that have been submitted to previous editions of the Festival shall not be accepted, even if it is a new version of the film.

Please note:

• An online registration form must be filled out for each audiovisual work who wishes to participate.

• A registration completed successfully does not automatically mean the inclusion of the film in the Festival's program.

CATEGORY FEATURE FILMS ABOUT HUMAN RIGHTS

Looking for films about human rights between sixty (60) and a hundred and twenty (120) minutes at district, national and international level in Spanish or with subtitles in Spanish. In this category, the Festival may invite some feature films directly.

NATIONAL SHORT FILM CATEGORY
The film applicant must have a minimum of seven (7) minutes and a maximum of twenty-five (25) minutes.

: Award best national short film Prize "Cinema by the rights human Bogotá".


INTERNATIONAL SHORT FILM CATEGORY

The film applicant must have a minimum of seven (7) minutes and no more than twenty-five (25) minutes.
Awarded best international short film award "Film by the rights human Bogotá".


NATIONAL DOCUMENTARY CATEGORY

Short films must have a minimum duration of 10 minutes (10) and a maximum of twentyfive (25) minutes. Feature films must be between twentysix (26) and one hundred and twenty (120) minutes in running length.

Awarded national best documentary Awards for short and for feature "film rights Bogota."


INTERNATIONAL DOCUMENTARY CATEGORY

ANIMATION CATEGORY

The film applicant must have a minimum of 3 (3) minutes and no more than ninety (90) minutes.

FILMS FOR CHILDREN CATEGORY

The film applicant must have a minimum of five (5) minutes and no more than ninety (90) minutes.

Awarded Best Film for Children award "Film by the rights human Bogotá".


6. SELECTION

• A Committee of judges appointed by the Organization of the Festival choose the films that will compete in the official selections.

• Thematic content and audiovisual technical quality shall be assessed.

The selected participants shall:

• Send 2 copies of the audiovisual work in physical in two formats Blu-Ray and DVD-NTSC region code without address street 159 # 17-94 int 13 / 304. Films that do not comply with this requirement may not be exhibited, and therefore will be removed from the program.

• Send the following material to the address: info@impulsosfilms.com within two weeks after receiving the notification that his film has been selected.

• Synopsis of the audiovisual work in Spanish and English.
• Trailer.
• A selection of images taken from the film to email in resolution 300 DPI (JPEG formats).
• Send promotional material with the poster of the film and a photo of the director's movie in resolution 300 DPI (JPEG format).
• Technical and artistic tab of the audiovisual work.
• Vitae of the principal or Director of maximum one page, in Spanish and English.
• The names of the photographer or the photographer of the images taken film or the Director or the director, as well as designer or designer of the poster, in a document attached.
• Additional materials as the dossier of press, soundtrack, and other promotional are optional, but will be welcome.


7 JURY

The Organization of the Festival shall appoint the jury, consisting of at least three professional international and two national cinema world, (committed to the struggle for human rights as activists or their audiovisual works).

No member of the jury may be involved in any way with the production or distribution of any film which enter into any of the categories of the Festival international de cinema by the rights human Bogotá.


8. USE OF THE SELECTED WORKS AND PROMOTIONAL MATERIAL

All promotional material (texts, data and photos) sent by the participant to the International Festival of cinema by the Bogotá human rights during the enrollment period will be used freely in publications online and physical (catalogue of the Festival, the festival programme, reported press and on the website of the festival), in order to inform the public of selected works. This material may be translated, edited or edited before publication.

The participants authorize the dissemination of up to three minutes of images of audiovisual works registered in any medium. The International Film Festival by the Bogotá human rights can make a video installation of several fragments of films selected for the Festival and spread it in any format for promotional purposes related to the Festival, in Colombia and abroad.

The Festival will store the DVD, as well as any other digital or physical material received and may be consulted at convenience. The Organization will not return any copy submitted.

Full acceptance of these conditions gives the International Film Festival by the Bogotá human rights, the rights of display. The selected audiovisual works may be used in samples of cinema outside the Festival, in the events that the Organization deems appropriate.

Under the terms of this regulation, participants give the International Film Festival by the Bogotá human rights authorization to publish and use this material for the above purposes. Always the respective credits will be awarded.


9 PROGRAMMING

Programming is at sole discretion of the Organization of the International Festival of cinema by the Bogotá human rights. Its decision is final and irrevocable.


10 TRAVELING EXHIBITION OF THE INTERNATIONAL HUMAN RIGHTS FILM FESTIVAL BOGOTA

Throughout the year, the International Film Festival by the Bogotá human rights carries out itinerant exhibitions of films which were part of the selection official of each year, until the next Edition takes place. So far, and in collaboration with other organizations, the itinerant exhibitions take place in three (3) countries and you are looking to expand into other countries.

Any of the selected audiovisual works may be included in the shows traveling of the International Film Festival by the Bogotá human rights, designed to disseminate the objectives of the Festival and give them global reach. These itinerant shows may be included in special audiovisual events or programs. Access to the exhibitions is free.


11 ORGANIZATION

By the Bogotá human rights International Film Festival is organized by pulse Films.

It is conceived as a cultural event and non-profit. Some Festival exhibition spaces come to the entrance to the audience, but this collection is alien to the Festival, what it is and it will remain non-profit and not perceived any gain from this concept. Therefore, the Organization will not pay to any participating money by the participation of its audiovisual work at the Festival.

The inscription for the 6th International Film Festival by the Bogotá human rights implies the full acceptance of these rules for all and all participants, agents, or representatives. Once the selection of an audiovisual work, not may be removed from the program.

The Festival can add additional standards deemed appropriate for the better fulfillment of the event. The interpretation of these rules, standards and regulations, as well as other aspects not covered in these, will be exclusive competence of the Organization of the Festival.
