In its second edition, the International Film Festival of Caracas (CINE.CCS) focuses on emerging film industries of the southern towns, understood as peoples in resistance against the hegemonic domination models, and summons his films competing sections and television serials produced in the countries of the Community of Latin American and Caribbean States (CELAC) and Puerto Rico: Antigua and Barbuda, Argentina, Bahamas, Belize, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Dominica , Ecuador, El Salvador, Granada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Puerto Rico, St. Lucia, St. Kitts and Nevis, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago , Uruguay and Venezuela.

CINE.CCS continues to celebrate with enthusiasm the development that has been taking on audiovisual communication in these countries and the important role it is playing in the awakening of consciousness of identity and cultural independence of the Patria Grande, our America.

1) PROFILE


In its second edition, the International Film Festival of Caracas (CINE.CCS) is
focused on emerging film industries of the southern towns, understood as peoples in resistance against the hegemonic domination models, and calls its sections competing films and television serials produced in the
countries of the Community of Latin American and Caribbean States (CELAC) and Puerto
Rico: Antigua and Barbuda, Argentina, Bahamas, Belize, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Dominica, Ecuador, El Salvador, Granada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Puerto Rico, St. Lucia, St. Kitts and Nevis, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, Uruguay and Venezuela. CINE.CCS continues to celebrate with enthusiasm development that has been taking these audiovisual communication countries and the important role it is playing in the awakening of consciousness identity and cultural independence of the Patria Grande, our America.

CINE.CCS is organized by the Government of the Capital District and the city of Caracas of
the Bolivarian Republic of Venezuela.

In any of these competitive sections, should prove to be winners

Residential natural persons in the country, the payment of the prize will take place in
accordance with the provisions for this purpose by the Central Bank Venezuela, in accordance with the Exchange Agreements signed between this entity and the Ministry of Economy, Finance and Public Bank.


4) REQUIREMENTS FOR PARTICIPATION IN FILM COMPETITIONS

They may enroll in the competitive sections of films released in CINE.CCS any country or screened at festivals after 1 January 2014, of
producers, producers, directors and / or filmmakers who are citizens of any of the countries of the Community of Latin American and Caribbean (ECLAC) and Puerto Rico, or permanently residing in some of these countries and who are holders of rights in cinematographic works postulate.


5) requirements for serial PARTICIPATION IN SECTIONS OF TV COMPETITIVE

To be enrolled in the competition for TV series, the titles must meet the following requirements:

• Have been produced as audiovisual product for television.

• Have been released between January 1, 2012 and March 30, 2015 as first window, in broadcast television, pay television or television digital terrestrial.

• The nationality of its directors, production house and channel Release corresponds to one of the countries of the Community of Latin American and Caribbean or Puerto Rico.

• Conform to one of the categories detailed in Section 3 of these regulations.

• The chapters must have not less than 25 minutes duration, not exceeding 45 minutes including presentation and credits.

• For each competition series, the producers may enter one chapter. Also, each title may be registered in one of typified genres.


6) ACCEPTANCE OF TERMS AND CONDITIONS

Registration of TV series and television works in the Festival implies acceptance of these Rules and Regulations, as well as the assignment to for the Government of the Capital District of the rights of public communication and playback of selected works only for purposes of display in
cinemas Festival and spaces "Movies Under the Stars" and projections Community Festival. Holders of the selected works also yield use of the information and documentation necessary for editing the catalog Festival authorizing the Capital District Government to use, reproduce and disseminate the name or image of the artistic and technical team, as well as images,
fragments or frames of selected works, ensuring their use in such purposes and for the promotion of CINE.CCS Festival in any media.

For the categories of films in competition, the prizes implies acceptance the transfer of exclusive broadcasting rights for one year the LWF (from date Release on, after the festival) country for the Government of the Capital District and National Film Distribuidora Amazonia Films, to fn of the same are
exploited by them in the territory of the Bolivarian Republic of Venezuela for
commercial exhibition in cinemas (theatrical) and in places other than cinemas (Non theatrical). The award will be considered the only payment for the exploitation rights and can remember the subsequent payment of royalties agreement levels of payback after its theatrical exhibition commercial film.

They may not participate in any of the competitive sections of the Festival Films
TV shows produced or directed by people linked to the organization, Committees production or CINE.CCS Festival selection.


7) REGISTRATION AND SELECTION

Cinematográfcas registration and television works in CINE.CCS is free.

The deadline to register them is the December 7, 2015. Interested parties and interested should formalize registration by following these steps:

1) Fill the online form available on the offcial website of the Festival www.festivalcineccs.com.ve

2) Include in the box in the online form intended for that fn, a link (Link) protected to display the entire movie or chapter postulate.

The links must remain active from the date of registration and until 31st of March, 2016.

The Selection Committee, composed of people linked to the work cinematográfco and audiovisual decide and inform the concerned and interested how movies and TV series integrate each section. This decision is final. The movies and TV series selected to compete in CINE.CCS receive direct invitation of the Programming Committee and will be announced on the website.

Once registered and selected, the film can not be withdrawn from the program Festival. All the films included in the competitive sections will receive a Participation certifed.


8) RECEIPT OF MATERIALS AUDIOVISUAL

All films that are selected for CINE.CCS, should be sent to Festival in one of the following media: DCP, Blu Ray or HD file formats, strict compliance with the technical especifcaciones given here. (Standard
Technical CINE.CCS)

All TV serials that are selected must be sent in Blu Ray or HD file, in strict compliance with the technical especifcaciones indicated
here. (Technical standard TV.CINE.CCS)
Besides movies or TV serials (in any of the supports shown), participants should include in the same shipment:

1) 2 copies on Blu Ray movie or sectioned chapter for projections Community Festival and projections for "Movies Under the Stars"

2) The posters and / or printed material required to promote the work: end
promotional, it must be forwarded to the Festival with the movie or television series
selected, the following materials:

• Promotional video of the film (trailer) in digital format, according to technical specifications shall be informed promptly.

• printed posters or promotional posters.

• Any other information or promotional material for press and public enrich the knowledge and dissemination of the work.

All such materials must arrive before January 26, 2016 to the following address: Film Festival: Festival Theatre CINE.CCS Bolivar, 1st Floor, Nuns to Principal, Cathedral Parish, Caracas 1010. Venezuela

They should be sent by express parcel system of their choice. Owe to information by mail to the Traffic Management and Coordination copy shipment data movies (air waybill, shipping date or other relevant data).

Shipments

They must declare on the air waybill (airwaybill): "FOR CULTURAL PURPOSES ONLY, WITHOUT COMMERCIAL VALUE "with a customs value of one US dollar (USD. 1 oo). He shipping cost competing parts will be covered by the competitor. The Festival assumes the costs of returning the makers of the DCP, hard drives or storage units. BluRays file remain as CINE.CCS Festival


9) LANGUAGE and subtitling

All movies and TV shows not spoken in Spanish Castilian should have Spanish Castilian subtitles printed on the image.

Movies and TV shows spoken in Spanish Castilian ARE NOT REQUIRED TO have subtitles in English or any other language.


10) PROGRAMMING

The Programming Committee shall establish the grid CINE.CCS Festival program, which will set the schedule display movies and TV series selected to be held only in theaters and alternative spaces of the Festival.
