The general.
The northern festival of short films "METERS" is held from February 15-16, 2020 in the Republic of Sakha (Yakutia) in the city of Yakutsk.
The Northern Short Film Festival "Metres" (hereinafter referred to as the Festival) is a screening competition for films eligible to participate by decision of the Festival Directorate.

Prizes
Winners will be awarded with Statuettes and gifts.

1. Dates and procedure for holding the Festival.

The Directorate determines the venue of the Festival events in addition, in a timely manner (no later than two weeks before the event) notifying the participants of the Festival about it.

To participate in the festival, the Directorate invites amateur and professional creative teams that shot short feature films from 2017 to 2020 inclusive. The number of accepted films from each film crew is not limited.

An exception may be made by a special decision of the Festival Directorate.

 

2. The management of the festival.

The program of work of the Festival and the order of demonstration of films are determined by the Directorate of the Festival.

The directorate of the festival includes directors of theaters and cinema, as well as famous cultural and art workers.

 

3. The objectives of the festival:

Increasing the attractiveness of RS (Y) in the eyes of the local population and other citizens of the Russian Federation;

Creating the image of the Republic as an original and vibrant region with a pronounced local flavor;

Formation of a cultural environment, a space for creative search, communication and training of republican amateur filmmakers;

Search and discovery of young talents in the Republic.

 

4. Events of the festival.

Within the framework of the Festival are held:

● The main competitive program of short films;

● Screening of short films;

● Lectures, master classes;

● Creative meetings of famous movie figures with spectators;

● Press conferences;

● Cultural and entertainment program.

 

5. Requirements for the participants of the Festival.

Any amateur film associations (both official and informal) or individuals who fill out the Application on the Festival’s website at www.Northmoviefestival.ru, who submit their film to the directorate and pay for the org. fee of 450 rb. for 1 movie. The age of participants is 14 and older.

Films must meet the main mission of the festival and:

carry artistic value

dramatic integrity

high-quality performance (should not offend the ear and eye),

carry a positive moral and ethical message.

Also, participants should not:

call for extremism

call for racism

offend the feelings of believers

call for violence against social groups or strata,

honor and dignity of a person and / or person.

 

6. The application procedure and conditions for participation in the festival.

To participate in the Festival, it is necessary to submit an Application to the Festival Directorate (download on the Festival website or in the Festival's social networks) and a link to download the film from January 15 to February 1, 2020.

The submitted applications are considered by the Directorate, which decides on the participation of the film in the competitive program. The Management shall notify the participants of the Festival of the decision by the indicated contacts.

Films claiming to be included in the main competition program must be submitted to the Directorate from January 15 - February 1, 2020. The short-list films will be published in the social media of the 1st Festival 2020.

Films from 5 to 30 minutes are accepted for consideration and participation in the competition program.

The Directorate has the right to include films in the competition for more than 30 minutes and less than 5 minutes, if it considers that these films will decorate the competition program.

Films participating in the festival must meet its objectives (see paragraph 5 of this Regulation).

Festival participants sign with the Directorate an Agreement on the use of their works within the framework of the Festival, as well as an Agreement on the use of personal data.

Participation in the festival implies acceptance of all articles of this Regulation.

 

7. The procedure for evaluating work.

Films of the competition program are evaluated by the Jury, consisting of competent representatives of the republican culture and Russian film production in the amount of 15 people, for each nomination a separate jury group. All members of the jury undertake to refrain from publicly commenting on the entries to the events of the official part of the Festival.



8. Criteria for evaluating the work and determining the winners.

Films of the competition program are evaluated on a five-point system.

The jury member sets the number of points for each film based on his own professional and aesthetic preferences. The objectivity of the overall assessment is ensured by the professionalism of the jury members, as well as the difference of opinions and approaches.

Winners and prize-winners of the Festival are determined by the amount of points scored.

the integrity of the idea;

narrative integrity;

artistry;

whole idea;

sound quality;

image quality.

The competition program determines the winners in the nominations:

9. The procedure for inviting guests and participants of the Festival.

The Directorate decides on questions of inviting guests and participants of the Festival and accreditation to the Festival on its own.

The participants of the Festival are automatically members of the film crews indicated in the lists submitted to the festival directorate (see paragraph 6, “Application Procedure and Conditions for Participation in the Festival”).

Festival participants independently pay for their travel to the venue of the Festival events, accommodation and meals during the period of its holding.

The Directorate reserves the right to invite guests regardless of their direct participation in the creation of films participating in various festival programs.

The conditions of their stay at the Festival are specified in personal invitations.
