Penco-Lirquén Film Festival understands film as a social phenomenon in constant transformation, which addresses interests and problems of society to link the public with the audiovisual pieces, thus opening instances of reflection and dialogue around the creative work between spectator and filmmaker.

This is why the event, in its fourth edition, aims to turn the town of Penco into a meeting and training point for filmmakers and the community in general, through the exhibition, dissemination and recognition of short films made in university contexts by students of audiovisual careers, as well as professionals in the area, from all over Latin America, including Chile and the Biobío region.

AWARDS

The jury, which will be announced before the beginning of the festival and is made up of representatives of the national audiovisual, artistic and/or creative fields, will define the winners of each category in competition.
The jury is also empowered to award honorable mentions, if necessary.

In addition, a Local Talent Award will be given exclusively to a filmmaker from the Penco or Biobío region, who may be in any of the categories in competition, as long as he or she can prove his or her residence in those areas.

On the other hand, the Audience Award will be presented, which will be based on the average of the votes cast by those attending the in-person screenings on Tuesday 26, Wednesday 27 and Thursday 28 November, at the end of each screening.

The production company Makinaria Audiovisual will also award a prize, consisting of one year of distribution to one of the short films in any category.

Thus, for the fourth edition, the festival will award the following prizes and recognitions:

1. Best Latin American University Short Film, Animation genre.
2. Best Latin American University Short Film, Documentary genre.
3. Best Latin American University Short Film, Fiction genre.
4. Best Latin American Short Film, Animation genre.
5. Best Latin American Short Film, Documentary genre.
6. Best Latin American Short Film, Fiction genre.
7. Local Talent Award
8. Audience Award
9. Makinaria Audiovisual Award
10. Honorable Mentions, if deemed pertinent.

If all the necessary criteria are not met, the jury and/or the festival organization may declare any of the prizes or awards void.

All prizes and awards will be presented in person to those attending the closing ceremony of the festival.

The organization will not pay for any shipping costs for those who cannot attend.

IMPORTANT DATES

The 4th Penco-Lirquén Film Festival will take place in the commune of Penco, Biobío Region, Chile, from Monday, November 25th to Friday, November 29th of this year.

The registration of works opens from the publication of these rules, on Monday, March 18 and closes on Sunday, June 30, 2024 for all categories in competition, presenting 4 stages for the reception of short films:

Early Call for Entries:
From March 18 to April 14, 2024.

Regular call for entries:
From April 15 to May 12, 2024.

Extended call for entries:
From May 13 to June 9, 2024.

Extended call:
From June 10 to June 30, 2024.

OFFICIAL COMPETITION

The official competition 2024 of the festival will be divided into 2 categories:

1. Latin American University Short Film Competition, including Chile 2.
2. Latin American Short Film Competition, including Chile.

LATIN AMERICAN UNIVERSITY SHORT FILMS

In this category, up to 2 works may be submitted by all students of higher education, or already graduated, of an audiovisual career in a Latin American institution, including Chile, and who have made a short film during the years 2022, 2023 and 2024 inclusive, as a result of any subject or degree project, with a free theme, in the animation, documentary or fiction genres, suitable for all audiences, with a minimum of 5 and maximum 15 minutes of duration, credits included.

For those who are currently enrolled, a document issued by the school to which the director, producer or producer of the submitted work belongs will be requested, certifying his or her status as a student.

In the case of works submitted by graduates, such as degree projects, the credits must show the logo of the institution and the name of the guiding professor, in addition to having been made during the years 2022, 2023 and 2024 inclusive.

The festival may request a document to support the veracity of the information received if necessary.

LATIN AMERICAN SHORT FILMS

In this category, up to 2 works may be submitted by audiovisual professionals from Latin America, including Chile, who have made a short film during the years 2022, 2023 and 2024 inclusive, with a free theme, in the genres of animation, documentary or fiction, suitable for all audiences, with a minimum of 5 and a maximum of 15 minutes in length, credits included.

The festival will request a document that certifies the residence of the director of the registered work in case he/she is applying from the commune of Penco or the Biobío region, in order to opt for the recognition called "Local Talent". The mere request for such documentation does not guarantee the award.

REGISTRATION OF WORKS

The festival will receive the short films of the two categories in competition only through the Festhome platform, which will be available from the publication of these rules, Monday, March 18 and until Sunday, June 30, 2024, through a direct link that will be announced on our social networks, Facebook and Instagram, which can also be requested via direct message or email.

Works sent by other means will not be accepted, nor will those sent after the deadline, nor those incomplete, advertising pieces or video clips.

The registration fee will depend on the date of submission of the audiovisual work.

The money collected goes directly to cover the administrative expenses and those derived from the selection process of the short films.

By registering his or her work, the applicant declares that he or she owns all the rights to it, both image and sound. The festival will not be responsible for any breach of copyright or for any actions that may arise in the event that this happens with any of the works submitted.

The registration alone automatically grants the festival the right to use, free of charge and without any profit motive, extracts of the work, with a maximum duration of 3 minutes, for the diffusion and promotion of the contest through the media or communication supports that the festival deems convenient, both during the festival and on the occasion of exhibitions or events that follow it.

REQUESTED MATERIAL

To participate in each of the categories of the festival's official competition, each applicant must correctly fill out the requested data within the Festhome platform, which includes:

The audiovisual piece for online viewing by the selection team on some video platform, preferably YouTube, as unlisted content, or failing that Vimeo, Dailymotion or similar. This link must not be made public during the application, selection or festival process.

The festival may eventually request the download of the audiovisual piece, which does not ensure its selection in the competition, so it is suggested to keep the option enabled in the registration platform.

The competition will not be responsible for the availability, visibility, accessibility or expiration of the link to the short film, and the applicant must ensure that this is fulfilled. If this is not the case, the applicant will be disqualified.

Along with the work, the following must be enclosed:
1. 3 stills in maximum quality of the same.
2. The poster of the short film (if any).
3. A photograph of the director(s).
4. A document accrediting the student status of the director, director, producer or producers, only for the Latin American University Short Film Category, including Chile.
5. A document accrediting the residence of the director, director, producer or producer, in case the applicant is from the commune of Penco or the Biobío region.

In specific cases, the festival may request additional documentation. All applications that do not comply with all the provisions described in these terms and conditions will be automatically ineligible.

By registering their short film, applicants declare that they have read these terms and conditions in their entirety, understanding that the registration fee, if any, is non-refundable under any circumstances.

SELECTION

The selection of works will be carried out by a committee appointed by the festival and its decision is final.

The results of the official selection will be communicated through the Festhome platform for all those registered and only via email and through our social networks, Facebook and Instagram, on Monday, September 30 of this year, for those who are selected.

If selected, the applicant, once he/she has received the notification from the festival, must send the digital file of the short film, with a maximum weight of 5gb, in .mp4 format, H.264 codec, 1920x1080p resolution, stereo sound, with a maximum reception date of Sunday, October 13 of this year. If this is not the case, it will be understood that the participant cancels his/her participation in the festival, being out of the competition and programming, without the possibility of appeal.

The reception of the works selected for the official competition of the festival will be made via Wetransfer, Google Drive, Dropbox, Send GB or similar file transfer service. Physical shipments of material will not be accepted.

The selected short films will be screened during the days of the festival, in person in the commune of Penco, as well as possibly in other communes of Gran Concepción. The number of screenings will be informed in the festival program.

Each person representing the selected works will be asked to sign a free exhibition rights agreement for the days of the festival as well as for future screenings.

Once selected and received, no work may be withdrawn from the event's program.

GENERAL CONSIDERATIONS

Participation in the 4th Penco-Lirquén Film Festival implies knowledge and full acceptance of the conditions described in this document, as well as all the information that will be provided subsequently by the organization of the event.

The festival reserves the right to modify, correct, change, expand, reduce, add and/or eliminate any point in these rules, if deemed necessary for the proper development of the selection process, curatorship, programming, awarding and realization of the event.

The decisions of the selection committee, the jury and the festival do not contemplate the possibility of appeal, under any premeditated or fortuitous circumstance.

Any exception, doubt, conflict, divergence or discrepancy will be evaluated and resolved solely by the festival organization.
