RULES OF THE QUECHUA CINEAYLLU “KAMAQEN” INDEPENDENT FILM FESTIVAL 2023
The INDEPENDENT QUECHUA FILM FESTIVAL CINEAYLLU “KAMAQEN” 2023, the only one of its kind in the country, dedicated entirely to disseminating Peruvian cinematography in Quechua, native languages, themes related to culture and discovering cinema from school students.
Registration regulations for participation in the CINEAYLLU “KAMAQEN” INDEPENDENT QUECHUA FILM FESTIVAL 2023
1.- GENERAL OBJECTIVES
Festival organized by the CINEAYLLU Cultural Association and the Acuarela del Sol Alternative School
Organize an Independent Quechua Film Festival, with secondary school students.
Increase sensitivity to culture with identity, declining racism and discrimination.
Hold Quechua Cinema conferences with experienced Directors and Producers.
Carry out traveling screenings of community cinema in the Quechua-Speaking communities of Arequipa and Cusco, for children, adolescents and adults from the native communities.
Provide talks with the protagonists of the CINEAYLLU cultural association to students from high Andean schools in Arequipa and Cusco.
1.1 The CINEAYLLU “KAMAQEN” 2023 INDEPENDENT QUECHUA FILM FESTIVAL will take place from November 27 to December 2, 2023, where we will pay tribute to the Quechua mother language
1.2 The QUECHUA CINEAYLLU “KAMAQEN” INDEPENDENT FILM FESTIVAL 2023 has 5 categories for its official selection and awards:
CATEGORIES
Fiction Short Films
Documentary Short Films
Short films made by school students (6 to 18 years old) (Fiction, Documentary or Animation)
Short films made in native communities (fiction or documentary)
Animated Short Film (Single Category)
Music Videos
The applicant cinematographic and audiovisual works must have been
completed as of 2020.
2.- STAGES
Call launch August 7, 2023
REGISTRATIONS:
From September 1, 2023 to October 31, 2023 until 23 hours and 59 minutes, Peru time.
Applications will be made through a virtual registration platform or form.
SELECTION:
Once the application period is over, the festival's Selection Committee will review the requirements, documentation and visualization of the works and will announce the cinematographic and audiovisual works that make it to the OFFICIAL SELECTION of the CINEAYLLU “KAMAQEN” INDEPENDIENTE QUECHUA FILM FESTIVAL 2023.

3.- REQUIREMENTS TO PARTICIPATE.

4.- REQUIREMENTS FOR CINEMATIC AND/OR AUDIOVISUAL WORKS
All cinematographic and/or Audiovisual works must have the following projection format: .MOV, MP4 or .MPEG (H264 codec). Resolution: 1920 x 1080 or higher.
Cinematographic and/or audiovisual works must have been produced between 2020 and 2023.
Cinematographic and/or audiovisual works, in the Quechua language or other native languages, must have subtitles in Spanish.
5.- CATEGORIES
5.1 FICTION SHORT FILM
Short films will have a maximum duration of 20 minutes including credits.
Registrations will be made by the director, the producer, by the representatives of the short film or distribution company.
5.2 DOCUMENTARY SHORT FILM
Short films will have a maximum duration of 20 minutes including credits.
Registrations will be made by the director, the producer, by the representatives of the short film or distribution company.
5.3 ANIMATION SHORT FILM
Short films will have a maximum duration of 20 minutes including credits.
Registrations will be made by the director, the producer, by the representatives of the feature film or distribution company.
5.4 SHORT FILM MADE BY SCHOOL STUDENTS (6 TO 18 YEARS OF AGE)
The short film will have a maximum duration of 20 minutes including credits and must be made by primary or secondary education students together with their filmmaker teacher. They can be fiction, documentary or animation.
5.5 SHORT FILM MADE IN ORIGINAL COMMUNITIES
The short film must be made in indigenous communities, it can be fiction or documentary.
Short films will have a maximum duration of 20 minutes including credits.
Registrations will be made by the director, the producer, by the representatives of the short film or distribution company.
5.6 MUSIC VIDEO CATEGORY.
Music videos will have a maximum duration of 5 minutes.
Music videos can be of any musical genre, but with Andean or cultural themes.
Registrations will be made by the director, producer, group, artist or representatives of the music video.
6.- SELECTION CRITERIA
The selection committee and the Jury will evaluate the following aspects:
• Cinematographic works must be in the Quechua language or any other native language.
• Cinematographic works can be in the Spanish language, but must have a cultural relationship or theme.
• Management of cinematographic language and narrative proposal.
• The artistic and aesthetic quality.
• The creativity and originality of the work.
Once the selection process is completed, participants will be notified in a timely manner by email, and it will be published on the festival's official platforms.
If the cinematographic work has been selected, you must send the official trailer of said work.
Once the audiovisual or cinematographic work has been selected for any of the categories, it cannot be withdrawn.
7.- THE JURY.
7.1 The Jury will be made up of three professionals from the fields of cinema,

DIPLOMA OF RECOGNITION FOR SHORT FILMS
A recognition diploma will be awarded to all audiovisual works that make it to the official selection.
9.- IN-PERSON PROJECTION
The cinematographic and audiovisual works of the official selection will be projected according to schedule.
The organization will decide the order and date of the screening. Likewise, the official festival programming will be notified in all the media available to the organization.

10. INTELLECTUAL PROPERTY
By presenting their cinematographic and/or audiovisual work, if selected, the participant authorizes its projection and transmission on YouTube for the duration of the CINEAYLLU 2023 INDEPENDIENTE QUECHUA FILM FESTIVAL from November 20 to 25, 2023. They may also use all the material filmographic presented for strictly promotional purposes or for any other non-profit social or cultural activity that involves
directly to the CINEAYLLU INDEPENDENT QUECHUA FILM FESTIVAL. In this regard, the production companies will transfer the rights to public exhibition of their films, at no cost to the Festival Organization.
The winning cinematographic and/or audiovisual works in the different categories,
They will transfer the necessary rights for itinerant screenings of community cinema within the different regions and native communities of the country, as a promotion of the festival for the duration of 01 year, waiving receiving any type of compensation for this.
11. ACCEPTANCE OF BASES.
The presentation of my cinematographic and/or audiovisual work to the CINEAYLLU INDEPENDIENTE QUECHUA FILM FESTIVAL implies acceptance of these rules.
These bases are subject to possible modifications and/or annexes for reasons beyond the control of the organization.
