The International Unseen Film Festival 'Social Films' from Bilbao (Basque Country, Spain) is organized by Kultura, Communication y Desarrollo KCD NGOD; Organization dedicated to promoting a human, intercultural, equitable and sustainable development through Communication and Culture.

The International Unseen Film Festival 'Social Films' from Bilbao is an annual celebration dedicated to show a cinema full of diversity and social commitment, a cinema that is usually excluded from commercial screens.
The Festival is centered on four major themes: Sustainable Development, Human Rights, Interculturality and Gender Equity.
With its continuous work, it has become an indispensable appointment for all those interested in communication for development and social transformation.

The Festival is also a recognition of all people who make a communication that allows to reflect through their audiovisual works all those different causes and problems of humanity.

FESTIVAL AWARDS

The festival awards 9 prizes linked to its four thematic areas, plus the Audience Award.

Each prize has a value of 2,000€: an amount which may vary depending on the contributions of the corresponding entities.

The prizes will be presented to the directors and are subject to the taxes and regulations established by Spanish law (VAT or personal income tax).

Prizes according to thematic areas

● Sustainable Development Award: this includes audio--visual works that deal with the social, political, economic and environmental impacts of different development models; as well as alternative proposals that contribute to human welfare and sustainability.

● Human Rights Prize: includes audio--visual works on the promotion and guarantee of individual and collective human rights, as well as the struggle for respect and fundamental freedoms. There are also included all those works that promote opposition to authoritarian, elitist, racist, xenophobic and LGBTI--phobic political currents and any form of discrimination, or that reports the causes that give rise to poverty and social exclusion.

● Gender Equality Award: contributes to the construction of an egalitarian culture and generates tools for pro--gender equality change in society. The works in this section promote reflection and critical thinking in relation to the prevailing reality of inequality between women and men and/or propose alternative models to the patriarchal system.

● Interculturality Prize: reflects both the wealth and diversity of the existing cultures in the world and issues related to human migrations, coexistence between people from different cultures as well as denunciations of any form of racism, segregation, xenophobia and other forms of discrimination.

Positive action awards

● Prize for Best Work by a Woman: this award makes women filmmakers visible and encourages the participation of women in audio--visual communication beyond the subject matter of the different films. It includes all works directed or co--directed by women.

● Prize for the Best Social--content Work Made in Basque: this prize includes all the participating works that are made in Basque and/or subtitled in Basque. Works made in Spanish and subtitled in Basque will not be entered in this category.

● Invisible Film Award: its aim is to give visibility and recognition to one of the outstanding works of the Festival.

Public Awards

● Education in Values Award includes the short films that are screened in secondary and vocational training schools. Its aim is to promote social cinema and critical thinking among students.

● Audience Award: includes all the works in the competition that are screened in non--educational venues, as these have their own award.

FESTIVAL DESCRIPTION

The International Unseen Film Festival “Film Sozialak” of Bilbao is organised by Kultura Communication Desarrollo KCD NGOD, an organisation that is committed to promote Human, Intercultural, Equitable and Sustainable Development through Communication and Culture.
The festival is an annual event dedicated to screening diverse, socially committed film content films that are usually excluded from conventional screens. The content matter revolves around four main themes: Sustainable Development, Human Rights, Interculturality and Gender Equality.

With its continuous work, the Festival has become an indispensable meeting place for all those interested in cinema and Communication for Social Transformation. The Festival is also a space of recognition of all those people who, through their audio visual works, reflect different realities of humanity.

Since its beginning, the Festival has applied parity quotas and positive actions for equality, not only in the selection of films but also in their dissemination, the presence of women filmmakers and the selection of the jury members, as well as other actions.

Participation in the Festival implies the acceptance without reservation of all the terms contained in these rules and regulations.
The festival does not grant any economic compensation to the person who registers or retains rights over the participating work.
The main headquarters of the festival are located in the Azkuna Zentroa Alhóndiga Bilbao. The official dates are 14th to 21st of October 2021, although promotional screenings will be held between August and September. These screenings will also enter the competition with the votes of the public. Films awarded at the festival will be screened again at the end of October or the beginning of November. In total there will be at least 25 screening venues in the Basque Country, 14 of which are Secondary School and Vocational Training institutes.

WHO CAN PARTICIPATE?

All people or groups presenting works from any part of the world may participate, regardless of their origin, nationality or screening at other festivals. Minors must have the corresponding authorisation from a responsible adult.
Each person or group may present one or more works, provided they possess the copyright or distribution rights. The festival is not responsible for any possible infringements arising in this respect.

Short, medium and feature films that fall under one of the four categories mentioned above, whether fiction, documentary or animation, may participate.


Participating works must be presented in their original language and if this is not Spanish and/or Basque, they must be subtitled in one of these two languages (Spanish or Basque).

The works in the competition must have been produced after the 1st of January 2019.

HOW TO SUBMIT WORKS

Regardless of how the works are submitted, it is essential to register online using the form on the festival organiser’s website: www.kcd-ongd.org.


The works can be sent to the competition in digital or physical format. Postage and return expenses will be paid by the participants.
Works can be sent in the following ways:

a) The portals www.festhome.com (support HD quality).

b) Vimeo or YouTube with permission to download without expiry date, sending the link to cineinvisible@kcd--ongd.org

c) Download link via platforms such as Dropbox, Myairbrigde, Mega, Wetransfer, and similar, sending the link to cineinvisible@kcd--ongd.org

In the event of not being able to send by any of these means, contact: cineinvisible@kcd-ongd.org
KCD NGOD will request the following information from pre--selected works:
1. Photograph of the director(s) 2. CV and Filmography of the director(s) 3. Poster of the work 4. 3 stills or photographs related to the work in the best quality possible.
The best photographs received will be candidates to: − become the central image of the festival’s poster. − be part of the festival exhibition in Bilbao Metro.

All works that do not comply with documentation submission within the deadline indicated by the organisation will be rejected.

SELECTION

The Festival’s Selection Committee will be composed equally of women and men.
Works will be selected based on the following criteria:

● Adaptation to the thematic areas of the festival

● Cinematographic quality

● Adaptation to the public objectives of the festival Without neglecting the above--mentioned criteria, positive actions will be taken to include:

● Works carried out by directors from countries in the southern hemisphere

● Works made by women

● Works in Basque

● Works that have accessiility for people with visual or hearing disabilities.
Regardless of the category for which the works are entered, the festival's Selection Committee will have the final decision regarding category (categories) and their decision will be indisputable.

All participants will be informed before the end of July 2021 whether or not their work has been selected. Once the decision of the Selection Committee has been communicated, the work cannot be withdrawn from the Festival.

Venues and dates of screening will be communicated once the programme has been defined (approximately September 2021). As far as possible the Festival organisation will promote and support the attendance of representatives of the selected works.


JURY

In order to carry out positive actions for gender equality, the Jury will be composed of 66% women. Jury members will be linked to the cinema, to development cooperation and solidarity, or to other social, cultural and/or artistic disciplines.

Decisions in all categories will be final.

AUTHORISATION OF USE

The participants expressly authorize KCD ONGD to carry out the following actions:

● Reproduce, view and screen the work in exhibitions open to the public as many times as necessary during their participation in the Festival, including promotional screenings prior to the official dates of the festival and festival screenings at the end of the festival.

● Adapt the work to the necessary formats for its viewing and exhibition during the Festival.

● Dub and/or subtitle the work in languages other than the original.

● Use images and/or fragments from the work for inclusion in the audio--visual promotion of the Festival, press kits, informative posters and/or on the official website of the Festival.
The International Unseen Film Festival “Film Sozialak” of Bilbao maintains the in--person character of the official sections. However, if this is not possible, screenings will be done ONLINE.

The screenings of the award winners will be ONLINE regardless of the situation and via the online streaming platform "Film Sozialak" of the organization.

Any online screening will be carried out by registration access and for a limited period of time.

Any doubts about the interpretation of these rules, or conflict that may arise from their application, will be resolved by the Festival organisation. The Festival organisation reserves the right to establish specific exceptions to these rules due to force majeure. In case this occurs, the persons affected will be notified.
