FRICINE aims to display, publicize and reward audiovisual works, ideas and actions that by their artistic form and the relevance of its content contribute to promote the overcoming of problems that disturb the Peace of Humanity and threaten Life on Earth.

Opting to go against primarily commercial interests, FRICINE's biggest prize is to give the public access to the debate on the main problems that the human being and it ecosystem face today.

FRICINE 2019 will highlight HUMOR,in its most diverse forms, for its extraordinary ability to stimulate us to disarm our fears and prejudices in search of a world more loving, healthy and just for all.

The official jury for the prize winning films will be comprised of 3 personalities (film-makers, environmentalists, artists, and jornalists), two of whom will be foreigners, and one Brazilian. One of these three will be elected president, to coordinate the selection process and the meetings.
The decisions of the jury will be final.

7.4. Awards
 The participants will compete for the Alcantarea Imperialis Trophy in the following categories:

 Best film (official jury)
 Best feature film
 Best Medium length film
 Best short film
 Best film (popular jury)

The popular jury will vote with voting slips, distributed prior to each session.

7. Other prizes and honourable mentions can be offered provided that the directors of the festival have previously approved them. The institutions that offer such prizes, etc will be responsible for their choice and distribution.

I - Management & Organization
FRICINE 2019 - 8th International Socio-Environmental Film Festival - is a non-profit cultural event organized by Caliban Produções Cinematográficas . The Festival was created in 2006, initially with the name of Muri Cine Vídeo Ambiental, and the support of the Ministry of Culture, the Audiovisual Technical Center (CTAV / Audiovisual Secretariat), the Municipality of Nova Friburgo, and various institutions and personalities from different Segments of society.

II- Date and Local
The FRICINE 2019 - 8th International Socio-Environmental Film Festival will be held in the city of Nova Friburgo, in the state of Rio de Janeiro, Brazil, from november 13 to 17, 2019.

III- Structure of the event
The 8th International Socio-Environmental Film Festival will be made up of competitive shows; Special programs and activities

IV - Competitive Screenings
FRICINE 2019 will award audiovisual works in the following categories:

• International - Regional - Web film series

All the participating works should present socioenvironmental themes. As "SocioEnvironmental Cinema" FRICINE considers films and videos of all genres and formats that focus on and interpret as a determining factor of their narratives the most diverse aspects of the human species'relationships and interactions with their environment, in a perspective of environmental, economic and social sustainability.

V- Inscriptions
The registrations are free and must be made through the internet in the period from May/14/2019 to July/14/2019 with www.festhome.com or through FRICINE website.

1 - At the time of registration, the person responsible for the work (producer and/or director) must inform:

a) The category in which you wish to apply (International - Regional - Web film Mini series)
b) The link & password to access the movie on the internet for it´s viewing

2 - For the registration of films spoken in a language other than Portuguese, it is necessary that the copy for viewing on the internet have subtitles in English, Spanish or Portuguese.

3 - For the registration of films spoken in Portuguese, the copy for it's viewing on the internet must have subtitles in Portuguese, or Spanish, or English.

4 - For films produced in Brazil, or being the majority Brazilian producer, the CPB number (Brazilian Product Certificate) must be informed in the registration form.

5 - The organization of FRICINE 2019 will not be responsible for incomplete forms filled online, nor for corrupted, damaged or inaccessible links sent to the festival.

VI- International Competition
1- Admission is opened to works >

*Produced in any country in the world (including Brazil) after January 1st, 2017;
*Produced in any genre (fiction, documentary, animation, experimental / drama, novel, comedy, etc);
*Directed to any age group;
*Produced in any format;
*Having a digital file in hih definition (1920X1080);

*With a maximum duration of 130 minutes, according to the following classifications:

• Feature film: at least 70 to 130 minutes long
• Medium-length film: from 31 to 69 minutes in length.
• Short Film: up to 30 minutes long.

2- The selected films and videos will compete by means of Jury of Prize and Popular Vote to the Alcantarea Imperialis Award in the following categories:

• Best Film (Official Jury)
• Best Feature Film
• Best Half-Length
• Best Short Film
• Best Film (Popular Jury)

3 - Other prizes and honorable mentions may be offered, provided that they have previously been approved by the Festival organization, and the choice and delivery thereof are the responsibility of the institutions that propose them.

VII-Selection

With the conviction that it is still possible to build a much better and inclusive world for everyone here on Earth, the curatorship of FRICINE 2019 will privilege productions that focus on socio-environmental issues (problems and solutions) using HUMOR, in its most diverse forms (comedy , fable, parody, satire ...), within a perspective of environmental, economic and social sustainability. Movies should focus on one or more of the following topics:




~>Prejudices and discrimination of race (racism); gender (machismo, inequality, crimes against women); alternative (homophobia, discrimination and anti-LGBT violence), economic (discrimination against the poorest), cultural (intolerance of cultural traditions of other regions), religious (intolerance towards other religions);

~>Global warming;
~>Shortage of water;
~>Deforestation;
~>Desertification
~>Extreme Economic Inequalities;
~>Food (abundance for some and scarcity for others);
~>Wars (causes, interests and consequences);
~>Indigenous peoples (decimation, violence and expropriation of their original territories);
~>Ethnic Minorities;
~>Refugees and Migrants (Construction of a new planetary identity);
~>Pollution (all kinds)

and its unfolding in the Human Society - the 4th Industrial Revolution / Robotization and its impact

2 - A Selection Jury formed by a minimum of five members, with proven experience in audiovisual production, and in other segments of culture in general, will select nearly 25 works (long, medium and short) to participate in the international competition, with autonomy to declassify works that does not meet the criteria of FRICINE 2019 or does not meet the requirements of this Regulation.

VIII-The Selected Works

1. The list of selected titles will be published by the website www.fricine.com.br until October 15, 2019, and the producers or directors of the selected works will be informed of the selection by e-mail or telephone. The productions that did not receive this communication until this date should be considered not selected for this edition of the Festival.

2. Those selected should forward to the organization of FRICINE 2019 the following items necessary for the display and dissemination of the selected work:

• Copy HD of the work for exhibition => .mov; mp4; h264 (preferably 1920X1080);
• Original list of dialogues (also in English);
•.SRT archive of dialogues;
• Publicity materials (printed matter,posters;press clipping; [02 to 05 photos of the film & 01 of the director(s)] with min.300dpi).

3. The copy for the exhibition must be technically perfect.

4. All expenses and charges related to the shipping of the exhibition copy shall be borne by the sender.

IX-International Awards
1. An Official Jury, made up of 3 recognized personalities (filmmakers, environmentalists, artists, journalists), of different nationalities, two foreigners and one Brazilian, will indicate the winning works. Among the three, a chair will be appointed to coordinate the selection and preparation of the minutes of meetings. The decisions of the jury shall be sovereign and unappealable.

A Popular Jury will vote through passwords distributed before each session. Other prizes and honorable mentions may be offered provided that they have previously been approved by the Festival's management, being the choice and delivery of them responsibility of the institutions that propose them.

X-General Provisions
1 - Films and videos will not be returned and will be archived in FRICINE Socioambiental's collection in Nova Friburgo/Rio de Janeiro.
2 - FRICINE reserves the right of select some of the registered films to integrate the parallel sections non-competitive and the thematic exhibitions included on the general programming.
3 - Copies of the films and videos enrolled in the Festival will be part of the FRICINE SOCIO-ENVIRONMENTAL collection and may be exhibited in socioEnvironmental, non-profit cultural programs, with prior consultation and express authorization of their respective producers.
4- The producers and directors of the registered works will have their credits printed and disseminated by the organizers and responsible for FRICINE 2019, whenever their productions are displayed in any presentation.
5 - The Festival Organization reserves the right to exhibit, without charge, in the cinema, internet and television, an extract from the selected work for the purpose of publicizing the event.
6 - The Organizing Committee of the event will not be responsible for images and/or music of third parties used in the works enrolled, and any burden for copyright problems will fall exclusively on the producer/director of the audiovisual work.
7 - Completion and submission of the Entry Form are indispensable and bind the participant to the acceptance of this regulation.

The cases omitted in this Regulation will be analyzed by the Organization of FRICINE 2019.
