The Anaqueronte Cultural Association (Member of the Points of Culture Network), invites you to be part of the new call for TARPUY - Original Film Festival which will be held from July 15 to August 30, 2026 in Arequipa, Peru in face-to-face and/or virtual format (according to the health provisions of the current context).

It drives us to continue contributing to the democratization of access to different eyes of cinema. With TARPUY - Festival of Original Cinema we seek to "sow" among the participants a sense of community, multicultural and multilingual encounter. Our call is open to all countries and all languages. Dubbing will not be accepted, movies must maintain their original sound spirit with subtitles especially in Spanish or other than in English or French. Participatory meeting activities will also be scheduled (workshops, talks, presentations, etc.)

Short Outline:
nineteen successful years of the ‘International Low and No Budget Short film-sharing Festival’ has inspired us to continue despite the disheartening of the cultural institutions.

Budgets for culture and the arts are being cut or axed. However, humour is when, in the face of adversity, you can still laugh! This year, we will defy commercialism and
capitalism and raise up our ‘Low and No Budget Film Festival’ with the opening in Stuttgart, Heilbronn, Schwäbisch Gmünd and Mainz.
Moreover, we will continue to
offer the ever increasingly popular internet forums, which publishes the un-filtered short films, as an antidote [AA antithesis, counter platform]. We will be showing the s
ubmitted films on the big screen to the interested public who can discuss and talk together before, during and after the films. We will be showing the Film Festival Programme at selected cinemas. The festival is a non-profit endeavour and a large part of the entrance tickets will remain with the cinema operators to cover their costs.

We will show all short films under 15 minutes and we look forward to receiving new productions as much as older short films or even youthful follies or transgressions!
The audience itself decides at the open screenings in April and May which films will be included and shown in the July Festival Programme.

 History:
The annual Film Festival was established in Vienna in 2003. Since then it turned into an annual event and has expanded mostly in Germany.

The main venues are now Stuttgart, Heilbronn and Mainz All films are collected and complied and then shown at these locations. Film makers, who fall loosely under the ‘independent film makers’ category, from throughout the world, submit their short films.
Annually, we receive about 3,000 films which we then sort and compile into thematic genres.

Point of Special Attention:
The Film Festival does not award any material or monetary prizes, rather it proudly offers the broad public and large audience. A prominent feature is the so-called
‘open screenings’ that present the full and rich character of the films including those that that receive less public attention. Over 200 people come together in both
cultural centres and restaurants to rate the submitted films from over 50 countries.

We will show all short films under 15 minutes and we look forward to receiving new productions as much as older short films or even youthful follies or transgressions!
The audience itself decides at the open screenings in May which films will be included and shown in the July Festival Programme.

All film makers, whose film is shown, will receive a laural and the Film Festival programme brochures.

Rules & Terms

ENTRY FEE FOR SUBMISSIONS OF FILMS:

(1) Entry fees for FEATURE FILMS (Duration: 50 mins to 105 mins max) : 5000/- INR or (63.23 USD)

(2) Entry fees for SHORT FILMS (Duration: 00.10 mins to 00.50 mins): 3,000/- INR or (36.27 USD)

(3) ANIMATION FILMS in all categories (Duration: 00.05 mins to 00.30 mins max).
(4) Entry fees for STUDENT FILMS: 1500/-INR or (21USD)

(LATE ENTRY FEES WILL BE DOUBLE THE ENTRY FEES MENTIONED ABOVE APPLICABLE TO FILMS SUBMITTED BEYOND THE DEADLINE ANNOUNCED)

SUBMISSION GUIDELINES:

1.Films without English Subtitles (except English Films), shall not be considered for selection.

2.Films submitted with watermarks or logos shall be rejected.

3.Only Trailers or promos cannot be submitted for selection process.

4.Film Download link with password is preferred, DVD or Bluray are also accepted as hard copies.

5.If submitting hard copies, Two full HD DVDs/Bluray should be sent by courier to the Festival office along with a hard copy of this entry form duly filled. DVDs must be labeled with film title, director name, duration, phone number and email id on them. Director pic, Poster, Film Stills may be attached in an email.

6. For submissions coming from outside India, the packages must be marked, “For Festival & Cultural Purpose only, No Commercial value”.

7. DIFF does not pay screening fees to film makers.

8. DIFF will not return the Films submitted online or vide DVDs/Pen Drives/ Blu-ray etc. during or after the festival.

TERMS & CONDITIONS:

1. DIFF reserves the right to showcase the film so submitted perpetually anywhere ( other festivals, television, online etc).

2. DIFF reserves the right to include the film and related material in its promotional activities.

3. All Decisions made by the Appointed “Selection Committee” regarding Selections, screenings, awards at the Festival in entirety will be final. In case of Dispute, decision of the President is final.

4. The film makers and their representatives undertake to use the official logo and the status of their Selection or Award strictly in conformation with DIFF 2022 designs and they further undertake to use such festival logo in all their promotions, posters and marketing publications with the consent of the festival.

5. A film selected for the festival does not run in competition automatically. A Jury will select the films which feature in Competition.

6. The Festival shall not bear / reimburse any freight or other charges in foreign or Indian currency.

7. Once selected for screening, the film shall not be withdrawn.

8. The last date of submissions of ENTRIES IS 10.12.2024 and Date of Intimation of Selection will be 15.12.2024

With the name Illusive Eye the optical process by which animation occurs in our brain by generating movement from the illusion produced by the rapid exposure to images in sequence is evoked. Animation offers the construction of credible universes, capable of freeing us from the limits of immediate reality.

With the coming of current communication technologies, animation has gained even more ground than it had in Film, Didactics and Videogames. Now, with the internet and the power of cell phones, mobile applications and the interconnection of devices and institutions with the network, animation has become an essential part of the language of interaction between the user and the world.

This audiovisual language has extended its discursive horizons as far as the human imagination reaches, and technically its evolution has allowed it to overcome reality by opening a fantastic vortex that provides immersive experiences and high doses of empathy as well as tons of fans of all ages and throughout the world, developing any theme with great aesthetic contributions and various levels of depth.

In honor of this abyss of creativity and as an invitation to immerse ourselves in it, this meeting space has been created for creators, scholars and amateurs. Looking to show not only its strength in the current film narrative but the presence of other types of speeches built on this means of visual expression: GIFs, memes, stickers, emoticons, headers, symbols for social networks, interface elements, banners, promotions , and any type of element generated from the illusion of an eye.

Participation to the Festival is free and open to all Italians and foreign authors, single filmmakers orcollectives/associations.

The registration dates go from the publication of this call, until its closing, on July 7, 2024, at 11:59 p.m. (GMT-6) without any possibility of extension. Feature film works (from 60 minutes onwards) and short films (between 1 and less than 30 minutes in length) will be received through the Festhome platform exclusively.

Selected participants will be notified via email during the first or second week of August and they will be informed of the continuity of the process. The Committee's selection is final. By registering, all participants who are selected agree to send all the required materials in a timely manner, as detailed in the Regulations and as they will be requested from their notification until the closing of the ficmonterrey. The registration of any material in this call confirms the acceptance of it and the attached rules. For this reason, before starting the process, we ask you to READ IN DETAIL the Registration Regulations available through the WEBSITE.

The ficmonterrey is in a constant search for human narratives that rely on views that emerge from a world in constant movement and transformation, in interconnection and innovation for its selection.

The Festival seeks films with the power to reside in the collective memory of audiences, with the power to move and create dialogue with them.

One of the key interests of the ficmonterrey organizing team is to encourage new perspectives, those who are young not because of their age, but because they are fresh, for remaining critical, for achieving themselves with innovation and venturing into various risks.

The general objective of ficmonterrey is to bring together in Nuevo León an in-person audience, and a virtual one throughout Mexico, before a selection of contemporary Mexican and international cinema created by filmmakers with diverse, fresh, risky, critical, and innovative visions. Likewise, we are interested in providing a training space that promotes the meeting between filmmakers, films and the audience; and activities that promote film production, especially women's and regional ones.
