Short Outline:
nineteen successful years of the ‘International Low and No Budget Short film-sharing Festival’ has inspired us to continue despite the disheartening of the cultural institutions.
Budgets for culture and the arts are being cut or axed. However, humour is when, in the face of adversity, you can still laugh! This year, we will defy commercialism and
capitalism and raise up our ‘Low and No Budget Film Festival’ with the opening in Stuttgart, Heilbronn, Schwäbisch Gmünd and Mainz.
Moreover, we will continue to
offer the ever increasingly popular internet forums, which publishes the un-filtered short films, as an antidote [AA antithesis, counter platform]. We will be showing the s
ubmitted films on the big screen to the interested public who can discuss and talk together before, during and after the films. We will be showing the Film Festival Programme at selected cinemas. The festival is a non-profit endeavour and a large part of the entrance tickets will remain with the cinema operators to cover their costs.
We will show all short films under 15 minutes and we look forward to receiving new productions as much as older short films or even youthful follies or transgressions!
The audience itself decides at the open screenings in April and May which films will be included and shown in the July Festival Programme.

History:
The annual Film Festival was established in Vienna in 2003. Since then it turned into an annual event and has expanded mostly in Germany.
The main venues are now Stuttgart, Heilbronn and Mainz All films are collected and complied and then shown at these locations. Film makers, who fall loosely under the ‘independent film makers’ category, from throughout the world, submit their short films.
Annually, we receive about 3,000 films which we then sort and compile into thematic genres.
Point of Special Attention:
The Film Festival does not award any material or monetary prizes, rather it proudly offers the broad public and large audience. A prominent feature is the so-called
‘open screenings’ that present the full and rich character of the films including those that that receive less public attention. Over 200 people come together in both
cultural centres and restaurants to rate the submitted films from over 50 countries.
We will show all short films under 15 minutes and we look forward to receiving new productions as much as older short films or even youthful follies or transgressions!
The audience itself decides at the open screenings in May which films will be included and shown in the July Festival Programme.
All film makers, whose film is shown, will receive a laural and the Film Festival programme brochures.

Festival Overview & Vision (15th Edition)
The 15th edition of DIFF was organized as a grand five-day cinematic gala from May 4 to May 8, 2026, in New Delhi. The festival was hosted in prestigious collaboration with the Indira Gandhi National Centre for the Arts (IGNCA), Ministry of Culture, Government of India.
The mega event culminated in a vibrant closing ceremony that stood as a testament to art, global diplomacy, and the power of narrative. This year, the festival achieved monumental scale by showcasing 178 films representing over 51 countries, making it a true global melting pot of storytelling.

Rules & Terms
ENTRY FEE FOR SUBMISSIONS OF FILMS:
(1) Entry fees for FEATURE FILMS (Duration: 50 mins to 105 mins max) : 5000/- INR or (63.23 USD)
(2) Entry fees for SHORT FILMS (Duration: 00.10 mins to 00.50 mins): 3,000/- INR or (36.27 USD)
(3) ANIMATION FILMS in all categories (Duration: 00.05 mins to 00.30 mins max).
(4) Entry fees for STUDENT FILMS: 1500/-INR or (21USD)
(LATE ENTRY FEES WILL BE DOUBLE THE ENTRY FEES MENTIONED ABOVE APPLICABLE TO FILMS SUBMITTED BEYOND THE DEADLINE ANNOUNCED)
SUBMISSION GUIDELINES:
1.Films without English Subtitles (except English Films), shall not be considered for selection.
2.Films submitted with watermarks or logos shall be rejected.
3.Only Trailers or promos cannot be submitted for selection process.
4.Film Download link with password is preferred, DVD or Bluray are also accepted as hard copies.
5.If submitting hard copies, Two full HD DVDs/Bluray should be sent by courier to the Festival office along with a hard copy of this entry form duly filled. DVDs must be labeled with film title, director name, duration, phone number and email id on them. Director pic, Poster, Film Stills may be attached in an email.
6. For submissions coming from outside India, the packages must be marked, “For Festival & Cultural Purpose only, No Commercial value”.
7. DIFF does not pay screening fees to film makers.
8. DIFF will not return the Films submitted online or vide DVDs/Pen Drives/ Blu-ray etc. during or after the festival.
TERMS & CONDITIONS:
1. DIFF reserves the right to showcase the film so submitted perpetually anywhere ( other festivals, television, online etc).
2. DIFF reserves the right to include the film and related material in its promotional activities.
3. All Decisions made by the Appointed “Selection Committee” regarding Selections, screenings, awards at the Festival in entirety will be final. In case of Dispute, decision of the President is final.
4. The film makers and their representatives undertake to use the official logo and the status of their Selection or Award strictly in conformation with DIFF 2022 designs and they further undertake to use such festival logo in all their promotions, posters and marketing publications with the consent of the festival.
5. A film selected for the festival does not run in competition automatically. A Jury will select the films which feature in Competition.
6. The Festival shall not bear / reimburse any freight or other charges in foreign or Indian currency.
7. Once selected for screening, the film shall not be withdrawn.
8. The last date of submissions of ENTRIES IS 10.12.2024 and Date of Intimation of Selection will be 15.12.2024
Das Internationale Filmfestival „0+“ richtet sich an:
1. Förderung und Popularisierung hochwertiger Filme, die bei Kindern und Jugendlichen ein positives, kreatives und prägendes Weltbild fördern und gemeinsame menschliche Werte wie Familie, Kindheit, Freundschaft, Freundlichkeit, Natur, Liebe zum Beruf usw. stärken.
2. Integration von Kino und Bildung durch die Schaffung einer Sammlung wertorientierter Filme für die Durchführung von Bildungsvorführungen in Schulen und sozialen Einrichtungen Russlands.
Mit dem Namen Illusive Eye wird der optische Prozess hervorgerufen, bei dem Animationen in unserem Gehirn ablaufen, indem aus der Täuschung, die durch die schnelle aufeinanderfolgende Belichtung von Bildern entsteht, Bewegung erzeugt wird. Animation bietet die Konstruktion glaubwürdiger Universen, die uns von den Grenzen der unmittelbaren Realität befreien können.
Mit dem Aufkommen der aktuellen Kommunikationstechnologien hat die Animation noch mehr an Bedeutung gewonnen als in den Bereichen Film, Didaktik und Videospiele. Mit dem Internet und der Leistungsfähigkeit von Mobiltelefonen, mobilen Anwendungen und der Vernetzung von Geräten und Institutionen mit dem Netzwerk sind Animationen heute zu einem wesentlichen Bestandteil der Sprache der Interaktion zwischen dem Benutzer und der Welt geworden.
Diese audiovisuelle Sprache hat ihren diskursiven Horizont so weit erweitert, wie es die menschliche Vorstellungskraft erreicht, und ihre technische Entwicklung hat es ihr ermöglicht, die Realität zu überwinden, indem sie einen fantastischen Strudel geöffnet hat, der immersive Erlebnisse und hohe Dosen von Empathie sowie Tonnen von Fans jeden Alters und auf der ganzen Welt bietet und jedes Thema mit großen ästhetischen Beiträgen und unterschiedlichen Tiefenstufen entwickelt.
Zu Ehren dieses Abgrunds der Kreativität und als Einladung, in ihn einzutauchen, wurde dieser Treffpunkt für Schöpfer, Wissenschaftler und Amateure geschaffen. Es geht nicht nur darum, seine Stärke in der aktuellen Filmerzählung zu zeigen, sondern auch das Vorhandensein anderer Arten von Reden, die auf diesem visuellen Ausdrucksmittel aufbauen: GIFs, Memes, Sticker, Emoticons, Überschriften, Symbole für soziale Netzwerke, Benutzeroberflächenelemente, Banner, Werbeaktionen und alle Arten von Elementen, die aus der Illusion eines Auges entstehen.
DOCUMED - FESTIVAL FÜR DOKUMENTARFILME IM MITTELMEERRAUM

Das jährlich von der tunesischen Vereinigung für Dokumentarfilme organisierte DocuMed — Mediterranean Documentary Cinema Festival in Tunesien bietet Vorführungen kreativer Dokumentarfilme aus Ländern rund um den Mittelmeerraum. Es zielt darauf ab, den Einfluss und die Verbreitung von Dokumentarfilmen in Tunesien zu fördern und den Austausch zwischen Fachleuten, Künstlern und der Öffentlichkeit im Geiste der Offenheit gegenüber anthropologischer, kultureller und sozialer Vielfalt zu fördern.

- Vertritt humanistische Werte, die auf der Offenheit gegenüber anderen Kulturen, der Freiheit der Schöpfung und des Teilens beruhen.
- Zeigt seine Zugehörigkeit zur Welt und seine Offenheit gegenüber dem geographischen und kulturellen Kontext des Maghreb, des Arabischen und des Mittelmeers.
- Ermöglicht dem Dokumentarfilm als Form der Befragung der Welt, der Menschen und der Kunst die Teilnahme an Debatten über Ideen, Wissen, Repräsentationen und Vorstellungskraft.
- Ermutigt die Öffentlichkeit für das Genre Dokumentarfilm und ermöglicht so vielen Menschen wie möglich den Zugang zu theoretischem und praktischem Wissen über die Entstehung von Dokumentarfilmen.
- Fördert den Austausch, hilft beim Nachdenken und gibt Denkanstöße, indem es den Zugang zu Repräsentationen der tunesischen Realität und der Welt ermöglicht.
Das MDOC — Melgaço International Documentary Film Festival wählt für 2023 Dokumentarfilme zu den Themen Identität, Erinnerung und Grenze aus. Alle Filme müssen den Standpunkt des Autors zu Aspekten im Zusammenhang mit sozialen, individuellen, kulturellen und Identitätsfragen zum Ausdruck bringen.
Das Navarra International Film Festival (NIFF) bietet eine Plattform und Anerkennung für Schöpfer von Spiel-, Dokumentar- und Animationsfilmen. Es gilt als qualifizierendes Festival für die Goya Awards der Spanischen Filmakademie, ein qualifizierendes Festival für die Fugaz Awards (die Goya Awards für Kurzfilme in Spanien), und wird von IMDb bewertet.

Das erste und wichtigste Freak-Festival in Spanien. Wir akzeptieren auch Horror- und Fantasy-Filme. Mit einem Publikum von 2.000 Menschen täglich von Montag bis Freitag würden wir uns freuen, Ihre Kurzfilme zu zeigen.
Das Festival „Corto di sera“ findet seit 2012 im August in Itala in der Provinz Messina statt.
Die Teilnahme am Festival ist kostenlos und steht allen italienischen und ausländischen Autoren, einzelnen Filmemachern oder Kollektiven/Verbänden offen.
- Das Festival ist ausschließlich Kurzfilmen gewidmet, die weniger als 20 Minuten dauern.
- Jedes Genre wird akzeptiert (Dokumentarfilm, Fiktion, klassische und/oder digitale Animation)
- Alle ausländischen Werke, die in einer Sprache gedreht wurden, die nicht Italienisch ist, müssen auf Italienisch untertitelt werden. Ausländische Kurzfilme ohne Untertitel werden nicht ausgewählt.
- Jeder Autor kann maximal drei Werke einreichen.
- Die Organisatoren behalten sich die Möglichkeit vor, zusätzliche Abschnitte zu erstellen.
Ziel des Festivals ist es, die unabhängige Kurzfilmproduktion in all ihren Formen als künstlerische und ausdrucksstarke Sprache zu fördern. Ziel ist es, eine jährliche Veranstaltung in Italien zu organisieren, bei der Filmemacher, Videomacher, Profis oder Kinobegeisterte sich treffen und verschiedene Erfahrungen miteinander verbinden können.

Die Kurzfilme der Finalisten werden Teil der Wettbewerbsausstellung sein. Dies wird in den verschiedenen Vorführräumen gezeigt, die für die diesjährige Ausgabe des Festivals 2024 geplant sind.
Im Rahmen der dezentralen Aktivitäten des Festivals kann diese Vorführung der Finalisten im Rahmen audiovisueller und kultureller Veranstaltungen veranstaltet oder mitorganisiert werden, die vom Verein Cinco Minutos Cinco organisiert oder mitorganisiert werden.

The ficmonterrey ist ständig auf der Suche nach menschlichen Erzählungen, die sich bei ihrer Auswahl auf Ansichten stützen, die aus einer Welt hervorgehen, die sich in ständiger Bewegung und Transformation, in Vernetzung und Innovation befindet.
Das Festival sucht Filme, die das Potenzial haben, sich im kollektiven Gedächtnis des Publikums zu verankern, die Fähigkeit besitzen, sich zu bewegen und einen Dialog mit ihm zu führen.
Eines der Hauptinteressen des Organisationsteams von ficmonterrey ist es, neue Perspektiven zu fördern, und zwar nicht aufgrund ihres Alters, sondern weil sie jung sind, weil sie frisch sind, kritisch bleiben, sich mit Innovation verwirklichen und verschiedene Risiken eingehen.
